Research On The Development Dilemma And Countermeasures Of University Think Tanks In Hebei Province

The promulgation of Xi Jinping’s guiding ideology of socialism with Chinese characteristics in the new era,giving the strong support for the development of colleges.Under the dual-first-class construction and the continuous advancement of the reform and opening-up wave,the gradual launching of the work of building a new type of think tank with Chinese characteristics has been ushered in a new period of the development of university think tanks in our country.The university think tanks insist on taking General Secretary Xi Jinping’s important speeches and major ideas on the development of universities and the construction of think tanks.Taking use of the relevant advantages such as universities’ characteristic disciplines,multi-dimensional talent gathering and perfect infrastructure.Carrying out academic research,Policy Services and decision support work.Producing intellectual achievements and enriching the structure of China’s university think tanks,promote the development of universities to contribute to social and economic development.Hebei Province has a long history,superior geographical position,the concentration of human resources.In the new period,the influence of Hebei University think tanks and the related system is not perfect,It is one of the important tasks of Hebei Province in the new era to innovate the development path of university think tanks to promote the overall development of the region.This paper takes the development path of Hebei University think tanks in the new era as the research object.Seeking the effective countermeasures to promote the development of Hebei University think tanks through exploring the current lack of development.Based on the theories of collaborative innovation,open access and system analysis,taking the literature analysis and case study as research methods under the "New Era" environment.First of all,taking the theory of think tank as the research basis;secondly,starting with the Development Status of Hebei University think tanks,under the condition of grasping general development process to analyze the deficiency of the development of Hebei University think tanks in the aspects of organization and personnel management,fund,project and achievement.Thirdly,taking Baker Institute at Rice University,WilsonInstitute of Public and International Affairs at Princeton University,National Institute of Development at Peking University in China,and China Institute of Industrial Development at Shanghai University of Finance and Economics as examples to summarize the development experience,combining with the current reality of the development of Hbei University think tanks,learning from the development experience,from strengthening their independence,in order to better serve the development of Hebei Province,we should improve the personnel management mechanism,broaden the sources of funds,build a data-based sharing platform and improve the conversion rate of achievements.
