Brain drain is an important dilemma encountered in the revitalization and development of Northeast China in recent years.Some high-end talents with ability and technology have left one after another,and some college graduates and school-age workers have also chosen to go to the first tier cities such as Beijing,Shanghai,Guangzhou and Shenzhen for development,which has gradually evolved into a bottleneck problem restricting the development of Northeast China.As a typical old industrial area in Northeast China,how to deal with the brain drain has become an important issue for the local government.Based on the relevant basic theories of human resource management and talent management at home and abroad,through data analysis and inductive reasoning,this paper points out the outstanding performance of L Province,such as more high-level brain drain,more young brain drain,and the number of brain drain increasing year by year,and deeply explores the important aspects of talent policy,policy coordination,etc By comparing the policies of Beijing,Guangdong,Shanxi and other regions,this paper puts forward the following measures: giving full play to the policy synergy,stimulating the joint force of incentive policies,providing preferential treatment and career platform for all kinds of talents,attracting and retaining talents,attracting and retaining young talents,and Innovating Talents service Some policy suggestions are put forward,such as the talent security mechanism,the talent policy service.This not only provides reference for L province to deal with the problem of brain drain,especially for talent policy-making,but also helps to promote the development and promotion of northeast old industrial areas and talents themselves,so as to achieve a real win-win situation.
