As the focus of China’s higher education system reform the personnel system of colleges and universities has many disadvantages,which is considered as the "ice" of the current higher education system reform.S University,as the "icebreaker" of personnel system reform,has been widely concerned by all walks of life because of its practice of "employing all staff and leaving without promotion".Firstly,this paper focuses on the relevant theoretical basis,including teacher development theory,humanistic theory,etc.;secondly,taking the process of personnel system reform in s University as an example,this paper analyzes the achievements and development of the University since the personnel system reform,and from the perspective of teacher development,focuses on the impact of the personnel system reform on the main body of the school The pressure,pain and confusion of teaching staff.Finally,the paper interprets the deep logic of the personnel reform of s University by comprehensively using the relevant theories of public management and the new thinking of reform,and puts forward some construction ideas for the personnel system reform from the perspective of the coordinated development of the university staff career and the whole school,including:strengthening the support for the development of teachers’ career,adhering to the people-oriented,avoiding the rush for quick success and instant benefit,etc It is beneficial to the reform of personnel system in Colleges and universities in theory and practice.
