To solve long formed drawbacks of the personnel managementamong the institutions, the system was introduced into units such as colleges anduniversities.When the personnel agency system became the preferred mode of choosing andemploying persons in aspect of reforming of personnel system in colleges and universities, manySystem accidents has appeared quietly.
