| The old-age insurance system is the most important institutional arrangement in my country’s social security system.It is also an important institutional arrangement to solve people’s security and dependence on the elderly.Strengthening the construction of the old-age insurance system is important for promoting economic and social development and enhancing the people’s sense of gain,Happiness is of great significance.As an important part of our country’s institutions and institutions,colleges and universities are the cradle of our country’s creation of advanced productivity and advanced culture.The retirement system for teachers in China’s higher education institutions began in the 1950s and formed a traditional financial-supported retirement system.With the establishment and development of my country’s socialist market economy,the traditional retirement system of colleges and universities can no longer adapt to the new situation of economic development.Its drawbacks even hinder the development of my country’s higher education and the fair and sustainable development of my country’s social security system.In January 2015,the State Council issued the"Decision on the Reform of the Pension Insurance System for Staff in Institutions and Institutions",which formally clarified the scope of application,system model,and specific design of the reform.Henan Province promulgated the "Implementation Measures for the Reform of the Pension Insurance System for Staff in Institutions and Institutions in Henan Province" in November 2015,marking an important step forward in the reform of the pension insurance system for colleges and universities in Henan Province.This article selects three colleges and universities in Henan Province,RP College,HN University and HW University as the research objects,to investigate the development of their pension insurance system reforms,and to obtain key data on pension insurance contributions and pensions.The faculty and staff conducted interviews to understand their direct feelings about the reform of the pension insurance system.Through combing the status quo of the reform of the pension insurance system of the three colleges and universities,it is found that there are five common problems in the operation of the system:(1)the cost of the reform of the pension insurance system is too high;(2)the college pension insurance funds cannot cover the expenditure;(3)The satisfaction of college faculty and staff pensions is low;(4)The occupational annuity bookkeeping model is at risk;(5)The maintenance and appreciation of funds faces severe challenges.Through further analysis,the root of the problem lies in:(1)relatively outdated ideological concepts;(2)defects in the system design;(3)related legislation is obviously lagging behind.With the theoretical guidance of the new welfare economics theory and Marx’s social security theory,the author tried to put forward a path to promote the reform of the pension insurance system of colleges and universities in Henan Province,namely(1)speed up the pace of legislation and improve laws and regulations;(2)implement occupational annuities,Improve diversified supply channels;(3)improve financial security to solve the shortage of pension funds;(4)reform supporting systems to reduce the burden of personal payment;(5)learn from foreign experience and improve the diversified pension system. |
