In recent years,the government has introduced a series of systems and policies to develop preschool education,and the construction of preschool teachers has made some achievements on the whole,but there are still many problems in the allocation and management of preschool teachers’ resources.Under the background of promoting the modernization of national governance system and governance ability,changing the traditional management concept and establishing the governance concept have become a hot topic in the field of education.This paper focuses on developing new research ideas and innovating research results through the concept of "governance".Balance allocation to preschool teacher resource and its management undertake research,be helpful for the stability of promoting preschool teacher team,promote preschool teacher professionalization development,realization preschool education lasts,stable development.This paper studies the balanced allocation and governance of preschool teachers’ resources through literature analysis,questionnaire survey and interview.First of all,it defines the six concepts of preschool teachers,teacher resources,teacher resource allocation,teacher resource balanced allocation,governance and management,and focuses on the analysis of what governance is,the difference between governance and management.Secondly,through understanding and analyzing the current situation of resource allocation and governance of preschool teachers in G County,the existing problems of resource allocation and governance of preschool teachers in G County were found.The problem of resource allocation of preschool teachers in G county is mainly manifested in the unbalanced development of teachers between urban and rural areas.There are significant differences between teachers in public kindergartens and private kindergartens.The loss of preschool teachers is serious and the flow is unbalanced.The structural contradictions of preschool teachers are prominent.The existing problems in the governance of preschool teachers in G County are mainly manifested in unreasonable governance mode,lack of systematic mechanism,and unequal training opportunities for preschool teachers.The governance concept advocates "multi-coordination and co-governance".The state,local government,education authorities,kindergarten managers and preschool teachers themselves are the main body of governance,which has a certain influence on the balanced allocation and governance of preschool teachers’ resources.Thirdly,the causes of existing problems in resource allocation and governance of preschool teachers in G County are analyzed from four dimensions,including the state,local government and education authorities,kindergartens and preschool teachers themselves.From the national level,the state’s investment in early childhood education is insufficient,and private kindergartens bear a large number of education costs.The establishment of public garden teachers is limited,and the standard of private garden teachers is low.From the perspective of local government and education authorities,the traditional management mode is deeply rooted and the governance concept is backward.Legal and financial safeguards are weak.From the aspect of kindergarten,kindergarten is lack of people-oriented governance concept;Lack of democratic governance.From the perspective of preschool teachers themselves,some preschool teachers are not responsible and lack of professional dedication;Lack of professional ability and awareness of participation.Finally,the paper puts forward the corresponding countermeasures in view of the causes of the problems existing in the balanced allocation of preschool teachers’ resources and governance.First of all,the country should improve the level of financial investment in early childhood education.Secondly,expand the scale of the public garden,increase the establishment of public garden teachers,increase the government financial subsidies for private garden,improve the treatment of private garden teachers.Local government and education authorities should establish the concept of multiple collaborative governance to promote the balanced allocation of preschool teachers’ resources.To establish a development evaluation mechanism to promote the common growth of preschool teachers;Strengthen the system guarantee,optimize the structure of preschool teachers.Kindergarten should pay attention to the needs of preschool teachers;Focusing on coordinating the relationship between teachers in and out of the program;Carry out various activities to enhance the cohesion of preschool teachers.Preschool teachers themselves should establish the ideal and belief of professional ethics;Enhance their ability to actively participate in governance.
