With the advent of knowledge economy era, the economic development and comprehensive strength competition are gradually transferring to the competition of talents in every country. The talent resource has already climbed to the strategic resource and the most essential resource. In the other words, the talent resource should be put in the first place among the other resources for the economy and social development. What’s more, the talent element is the key element which is related to the reform, development and the stability of every district even the whole country. Therefore, due to the importance of the talent for the development of district, how to recruit, keep and use talent has become a concerning topic.In order to promote the China Global Expert Recruitment Program, to attract and recruit the talent was put on the focus in our country. However, easy to recruit but hard to retain the talent has been the barrier to the development of numbers of countries. So, we should pay more attention to retain and effectively use the talent. On the other hand, exploring and researching the reason of brain drain is of benefit to retain local talent, attract the talent by improving themselves and direct to how to effectively use the talent.As we know, brain drain is affected by many elements. Firstly, through the literature review, the dissertation has concluded 18 elements which are came down to macroscopic element, organization element and individual element base on the previous research. Secondly, by conducting the primary research, the author has chosen 9 elements which are more concerning by people, to conduct the SPSS questionnaire. Through the factor analysis and sort the elements, the author has concluded that the most important elements is development space. What’s more, although there is some difference among middle part, eastern and western, the factors of brain drain are similar. They are development space, living envirnment, the economic development level and the nature, prospect and scale of a company.The last chapter analyses the research result. The author analyses the inner relationship among these four factors-which are development space, living environment, the economic development level and the nature, prospect and scale of a company--base on analyzing the key elements one by one and discuss the mechanism of effect of each elements. According to the theory, author has taken Tianjin as an example, analyzing the four key elements combing with the reality in Tianjin and given several suggestion on how to recruit, retain and effectively use talent.
