| Jiaozhou economic and Technological Development Zone is a national Economic functional zone approved by the State Council.In recent years,the innovation of personnel system and mechanism in the Economic functional zone has attracted great attention of governments at all levels.A series of documents and measures have been issued to promote the de administration of personnel system in the Economic functional zone.The most important way is the staff system reform of "all stand up,all members compete for appointment"。This paper adopts the methods of literature research,observation and investigation.Taking the specific practice of the staff system reform in Jiaozhou Economic and Technological Development Zone as the research object,this paper expounds the specific process,measures and results.Combined with the first-hand questionnaire survey data of the staff system reform personnel and those who do not participate in the staff system reform,the paper analyzes the existing problems and solutions in the process of staff system reform In the future,it is suggested that more measures should be taken to optimize the personnel system and development mechanism.The staff system reform of Jiaozhou Economic and Technological Development Zone has basically established measures such as "full post employment","rigid elimination" and"widening salary gap".Through the research of this paper,we can draw a conclusion that there are still some problems in the staff system reform of Jiaozhou Economic and Technological Development Zone,such as the unscientific organization setting,the unclear personnel promotion path,the unstable transition period of reform,the excessive pressure,and the unclear rigid elimination mechanism In order to improve the working enthusiasm of all kinds of talents,we should improve the post and function setting,set up staff promotion mechanism,promote personnel management scientifically,strengthen staff training and learning,establish reliable and feasible reward and punishment and elimination mechanism,etc Strengthen the cohesion of the unit and continuously improve the service level of staff in the functional area. |
