| High level talents are the pioneers and founders of innovation and entrepreneurship,and the core force to promote economic transformation and upgrading.At present,China’s economy has been in the critical moment of transformation from factor driven and investment driven to innovation driven.To achieve this transformation smoothly,we must have a high-level talent team with innovation spirit and ability,and realize the transformation of scientific and technological innovation achievements by relying on and creating enterprises.In this context,from the central government to the local government,governments at all levels have formulated corresponding high-level talent policies,trying to achieve industrial agglomeration with high-level talents,and finally achieve industrial upgrading.Zhenjiang,a prefecture level city in southern Jiangsu Province,has also realized the importance of talent strategy for the development of a city,and has issued a series of its own high-level talent policies.Based on the theory of polarization diffusion effect,the theory of talent flow,the theory of regional competitive advantage,and the theory of talent incentive,this paper analyzes the overall situation of Zhenjiang City in Introducing High-level Talents under the background of regional talent competition,and summarizes the existing problems in the policy of Introducing High-level Talents in recent years.It is found that the main problems of the current high-level talent introduction policy in Zhenjiang are the lack of competitiveness of the high-level talent policy,the failure of the high-level talent policy and industrial policy to effectively achieve the same frequency resonance,the lack of policy support and supporting facilities for the settlement of high-level talent projects,and the incompleteness of supporting policies for the life and development environment of high-level talents.Based on the solution of the above problems and drawing on the successful experience of high-level talent introduction policies at home and abroad,Zhenjiang city should adapt to the situation,develop strengths and avoid weaknesses,more accurately position the high-level talent introduction strategy,and more scientifically formulate the high-level talent introduction policy.Specifically,Zhenjiang city should optimize and improve its policies from the following aspects: actively undertaking the diffusion effect,establishing a win-win cooperation strategy for talent development,formulating and promulgating policies for talent cooperation and development with surrounding cities,highlighting the unique characteristics of Zhenjiang City,and achieving dislocation development;adjusting the talent introduction mode,highlighting flexible talent introduction means,and vigorously implementing the policy of "permanent residence" The flexible talent introduction policy of "no transfer of relationship,two-way choice,freedom of coming and going";the supporting policy of high-level talent projects should be improved and perfected,the scientific,market-oriented and socialized talent introduction model should be established,the support of various projects such as scientific research investment and incubation carrier construction should be optimized,and a scientific and fair project evaluation mechanism should be established;the life of high-level talents should be based on their own needs of talent development Starting from the aspects of supporting,personal development and spiritual satisfaction of talents,a personalized service system will be established. |
