The report of the Nineteenth National Congress of the Communist Party of China pointed out: "We must improve the management system of various state-owned assets,reform the authorized operation system of state-owned capital,accelerate the optimization,structural adjustment,and strategic reorganization of the state-owned economy,promote the preservation and appreciation of state-owned assets,and promote the strengthening of state-owned capital.Better,bigger,and effectively prevent the loss of state-owned assets." At the same time,the Ministry of Education,the Ministry of Finance,and the National Development and Reform Commission jointly issued the " Coordinated Implementation of World-Class Universities and First-Class Discipline Implementation Measures ",which clearly proposed The five specific tasks of ―building a first-class faculty,training top-notch innovative talents,improving scientific research,inheriting an excellent culture of innovation,and focusing on promoting the transformation of achievements‖ have gradually begun.Under the background,the contradiction between supply and demand of public housing in colleges and universities has become increasingly prominent: on the one hand,the lack of total real estate resources has restricted the development of the school cause;on the other hand,due to the unreasonable use of real estate resources and adjustment work The difficulty is so high that real estate resources cannot maximize their benefits.Optimizing the management of public housing resources in colleges and universities has become an unavoidable problem in the development of colleges and universities and an objective need to solve practical contradictions.This article takes S University of Guilin as an example to study the current status of S University’s public housing resource management,analyze the problems faced by S University in the management process,and put forward effective solutions to the theory of university public housing management.And practice to further consolidate and strengthen.First of all,using the organization system,management methods,and quota standards of public housing management as the entry points to investigate and study the current status of public housing resources of S University,and find out the current problems: the lack of long-term adjustment and use of public housing resources Planning;the design of quotas for public housing resources does not take into account the differentiation of disciplines;the privatization of benefits that arises when managing and allocating resources;the inability of public resources to be shared and the construction of informatization are not sound enough.The main reasons for these problems are: the lack of a reasonable and long-term plan for the top-level design department of management,the unreasonable resource allocation system,the insufficient supervision mechanism and the inability to effectively implement supervision,the lack of sharing concepts,and the "information island".Secondly,referring to the conclusions of Sichuan University and Nankai University in the practice of public housing resource management,as the empirical theory of public housing resource management of S University.Among them,it includes reasonable and perfect housing planning;fixed-rate allocation and promotion of paid use;clarification of the responsibilities and tasks of various management departments;establishment of an effective dynamic information management system to improve work efficiency and speed up work progress.Finally,for the problems existing in the management of public housing resources at S University,it proposes solutions and countermeasures to solve the problems.For example: set a reasonable management organization structure to improve the top-level design and make long-term planning;formulate differentiated quota standards;standardize the work process,establish a perfect supervision mechanism;build a housing sharing mechanism and achieve data and information sharing Wait.
