The implementation of the strategy of "Double World-class" has sounded the call for Chinese universities to rush to the forefront of the world and build the world’s top universities.In the "Double World-class" strategy,the construction of world-class universities is the first and core position.The construction of the world-class universities is a booster to promote the development of higher education in China,which can accelerate the improvement of the quality of higher education and the level of personnel training.Driven by the "Double World-class" policy,42 universities selected in the list of first-class universities have formulated their own construction programs.These first-class universities construction programs are the specific "roadmap" and "mission statement" to open a new journey for the development of world-class universities with Chinese characteristics.But looking at the construction programs of these schools,we can find that they have a high degree of consistency.Therefore,it is very important to summarize the performance and influence of the convergence of construction programs of first-class universities,explore the main reasons for the convergence of construction programs,put forward suggestions to improve the convergence of construction programs,promote the diversification and characteristic development of first-class universities in China,build Chinese brands,and improve the core competitiveness of universities in China.Based on the understanding of the core concepts of "first-class universities","first-class universities construction program" and "convergence",this study determined the research method of combining quantitative analysis and qualitative content analysis of construction programs,according to the internal and external relationship law of higher education,and clarified the logic of university organization characteristic and diversified construction as the starting point and final destination.At the same time,using the theory of organizational convergence of new institutionalism as the basic framework of theoretical analysis,through combing the three functional mechanisms of organizational convergence theory,this research clarifies the impact of institutional environment on the construction of first-class universities;according to the different effects of forced mechanism,imitation mechanism and normative mechanism on University organizations,this paper analyzes the reasons for the convergence of programs,and puts forward suggestions for improving convergence.Drawing the following research conclusions: the first-class university construction programs in the name and structure,construction objectives,construction content,discipline construction and organizational security and other aspects of the content,structure and problems have convergence performance,these convergence performance has its rationality,but also has a great negative impact.According to the problems brought about by the convergence of programs,this paper uses three mechanisms of organizational convergence theory to explore the causes of the convergence of programs,mainly including the intervention of the forced mechanism on the autonomy of universities,the restriction of the imitation mechanism on the running of universities with characteristics,and the influence of the normative mechanism on the running style of universities.According to the adverse consequences of the convergence of programs,combined with the main reasons for the convergence,and starting from the three mechanisms of organizational convergence,this paper puts forward the main suggestions to improve the convergence of the construction programs of first-class universities.To improve the mechanism of government compulsion,we should implement the autonomy of universities;to break through the mechanism of social norms,universities should return to the nature of education;to get rid of the mechanism of University imitation,universities should make clear the goal of running schools.
