Optimizing the allocation of resources and realizing the differentiated development of colleges and universities is the inherent requirement of the idea of running a school in the new period.For colleges and universities,characteristic development is the key to form core competitiveness.As an important part of China’s higher education system,ethnic colleges and universities to ensure their irreplaceable and achieve sustainable development,the key lies in the implementation of characteristic development strategy,which is not only the inherent requirements of the theory of running schools in colleges and universities,but also the only way for ethnic colleges to promote the construction of "double first-class ".However,there are still some problems in the process of running a school with unknown cognition,insufficient characteristic development and false characteristic construction.Based on the importance of the development of the characteristics of colleges and universities,and aiming at some problems existing in the process of running schools paper hopes to construct the general model of the characteristic development of colleges and universities by establishing the three-dimensional analysis framework of the characteristic development strategy of ethnic colleges and universities,from the organizational dimension,the time dimension and the spatial dimension to explore the path choice of the characteristic development of ethnic colleges,combined with the present situation of the characteristic development of ethnic colleges and universities,the model research is carried out on the sample colleges and universities,and its characteristic development achievements and model characteristics are summarized,on which basis the rational countermeasures and suggestions are provided for the characteristic development of ethnic colleges and universities.In this study,one college directly under the CPC Central Committee and one local college for ethnic groups were selected as sample colleges by random sampling.With the theme of "the development of the characteristics of ethnic colleges and universities ",based on the analysis of literature,combined with the school history,principal’s speech,books and other materials,based on the perspective of model research,the general model of the development of the characteristics of ethnic colleges and universities is constructed,and according to the data of the sample colleges and universities,this paper makes an empirical study to restore the basic path of implementing the characteristic development strategy based on the characteristic resource endowment,so as to summarize the existing achievements and shortcomings of itscharacteristic development.Through theoretical analysis and case study,this paper finds that the main influencing factors of college characteristic development include discipline construction,historical background and regional integration,the deficiency of characteristic construction of ethnic colleges and universities is mainly reflected in the insufficient utilization of school history resources,the lack of regional integration and the lack of high degree of discipline construction.The author believes that the characteristic development of ethnic colleges and universities needs practical path guidance.First of all,we should examine and position our own situation reasonably and fully,grasp the existing characteristics and potential resource endowment,and realize the stage characteristic development.Secondly,after fully exploiting its own resource endowment,it is necessary to further optimize the allocation of resources and tap and develop new resources,at the same time,carry out characteristic development based on new characteristic resources,so as to gradually realize the Pareto improvement of characteristic development,and finally realize the comprehensive and balanced characteristic development.
