| As a factor of production, natural resources play an important role in social life and production.Regarding the impact of natural resources on economic growth, economists have continuously enriched and perfected this content through long-term theoretical research and empirical analysis. Now a theory has been formed specifically to study the impact of natural resources on economic growth--“Resource Curse” theory,it believes that the richer has the natural resources with the slower the economic growth rate.In order to explain the reasons for the economic recession of resource-based cities under the background of massive labor outflows, the paper adds labor mobility variables to the “resource curse” to explore the existence of the "resource curse" and the impact of labor mobility on regional economic growth.Regarded China’s resource-based cities as the research object, the existence of the “resource curse” effect need to be test at both the level of resource-based cities and different resource-based cities, defined by the State Council in China..Based on the existence, the possible transmission mechanisms of the “resource curse” effect of four types of resource-based cities are explored, and the possibility of labor mobility as a transmission mechanism of the “resource curse” effect is focused on.The main conclusions of the paper are:(1)At overall resource-based cities, there is an inverted U-shaped curve relationship between resource dependence and regional economic growth, shows the effect of “resource curse” exists.Labor mobility has a role in promoting regional economic growth and can alleviate the “resource curse” effect to a certain extent.(2)At mature cities, there is an inverted U-shaped curve relationship between resource dependence and regional economic growth, shows the “resource curse” effect exists.Labor mobility has promoted regional economic growth and has no mitigating effect on the “resource curse” effect.(3)At growing cities, there is an inverted U-shaped curve relationship between resource dependence and regional economic growth, and the “resource curse” effect exists.Labor mobility has a negative impact on regional economic growth, but this effect is negligible and has a certain relief to the “resource curse” effect.(4)At renewable cities, there is an inverted U-shaped curve between resource dependence and regional economic growth, and the “resource curse” effect exists.Labor mobility has no significant impact on regional economic growth, but it can appropriately alleviate the “resource curse” effect.(5)At recession-type cities, there is a U-shaped curve relationship between resource dependence and regional economic growth, and the “resource curse” effect exists.Labor mobility has no significant impact on regional economic growth, and has deepened the “resource curse” effect.(6)In the analysis of the transmission mechanism of the “resource curse”,labor mobility as a possible transmission mechanism of the “resource curse” is only established at the recessive cities. The paper’s innovations: verifying the existence of resource-based cities at both the level of resource-based cities and different resource-based cities considering the impact of labor flow;analyzing the possible transmission mechanisms of four types of resource-based cities’ “resource curse” effects and exploring the possibility of labor mobility as “resource curse”,which provides a new perspective and ideas for the sustainable development of resource-based cities. |
