Research On The Government Function Of Resettlement Of Labor Force Under The Transformation Of Resource Exhausted Cities

Resource-exhausted cities faced in the process of transformation,such as economic growth,the surplus labor force and resettlement and employment pressure surge,government fiscal funds nervous,residents living standards stagnate,a series of problems such as ecological environment deterioration,placement of surplus labor about people’s livelihood.The government in the process of transformation of resource-exhausted cities need to first solve the problem.Under the background of changing times,the development mode of China’s low-carbon economy has spawned the transformation of resource-depleted cities.While providing ideas of transformation and employment for resource-exhausted cities,it also puts forward higher requirements and challenges for local governments.Under the national macro guidance,how to find their own positioning,reasonable policy system,break through the current transition dilemma,coordinate the relationship between the economic development and environmental protection,for resource-exhausted city industrial structure and employment structure benign interaction for the direction.There are important practical significance to realize transformation of resource-exhausted cities under the background of the reasonable placement and utilization of surplus labor force.Based on the field survey of Zaozhuang city of Shandong province and the comprehensive research and analysis of relevant data and policies,this paper further discusses the government function of resettlement of surplus labor.This paper analyzes the plight of the resettlement of surplus labor in Zaozhuang as a resource-depleted city,and studies the transformation policy and measures of Zaozhuang as a resource-depleted city.Based on the employment data of Zaozhuang city,this paper analyzes the employment situation of Zaozhuang city as a resource-exhausted city and the resettlement of surplus labor force,and probes into the resettlement ways and problems.Zaozhuang as resource-exhausted cities,there are far more than the number of the resources city huge surplus labor power,and this group is highly focused on the main resources of industry,coupled with the already existing hidden unemployment,family type and huge again obtain employment difficulty,lead to solve the resource-exhausted cities of surplus labor is difficult.At present,the resettlement of surplus labor in Zaozhuang is faced with a series of problems,such as single industrial structure,obvious rationalization of hidden unemployment,cultural quality of the labor force,ideological concept and the lack of employment training institutions.Finally,based on the domestic and foreign advanced experience,it is proposed that for the resettlement of the surplus labor force under the background of the transformation of resource-exhausted cities,the government should establish the public policy system of giving priority to employment,establish a sound employment service system,promote the participation of employment personnel,optimize the employment environment and other aspects to perform functions.
