| With the promotion of "double first-class" construction in our country and the demand of innovation-driven strategy for higher education,higher education carries out connotative development with quality improvement as its core,while the allocation efficiency of higher education resources,as a key factor that directly affects the output quality and development level of higher education,has always attracted the attention of researchers.Especially for the western region where high-quality higher education resources are scarce,it is particularly important to study how to solve the contradiction between supply and demand of resources,optimize its resource allocation structure,and improve its resource allocation efficiency in the initial stage of the "double first class" construction.Therefore,this study is based on the current situation of the "double-first-class" construction in the western region,based on the human capital theory and the resource allocation theory,and comprehensively uses the knowledge of economics,statistics,management and pedagogy to analyze the current situation of the higher education resource allocation in the western region from 2015 to 2017.DEA model is used to make an empirical analysis on the effectiveness of the higher education resource allocation in the western region during the "double-first-class" construction period,and countermeasures and suggestions are put forward to optimize the efficiency of the higher education resource allocation in the western region.The content of this study is mainly composed of five parts.The first chapter is the introduction part,which mainly involves the research background,research significance,research methods and other contents.After combing and summarizing the domestic and foreign relevant documents on the effectiveness of higher education resource allocation in the western region under the background of "double-first-class" construction,higher education resource allocation and "double-first-class",the overall research idea of this research is further introduced based on the research status quo.The second chapter mainly introduces the core concepts of higher education resources and effectiveness involved in this study,and systematically expounds the human capital theory and the resource allocation efficiency theory respectively.Based on the analysis of the policy orientation of higher education allocation in the western region,the third chapter makes a detailed analysis of the current situation of higher education resources allocation in the western region during the "double-first-class" construction from the aspects of human,financial and material resources input,talent cultivation and scientific research output.The fourth chapter first briefly introduces the concept,types and advantages of DEA evaluation model used in this paper,and then selects 2 model in DEA model to evaluate its effectiveness.In the DEA evaluation part,DEAP Version 2.1 software is used to calculate the efficiency value of higher education resource allocation in the western region from 2015 to 2017,and in-depth data analysis is carried out according to the obtained comprehensive efficiency(TE),pure technical efficiency(PTE)and scale efficiency(SE).In the DEA result analysis part,firstly,the overall attribution analysis of influencing factors is carried out on the average value of comprehensive efficiency,the average value of pure technical efficiency and the average change trend of scale efficiency in each year of the western region from 2015 to 2017,and then the attribution statistical analysis is carried out on non-DEA effective decision-making units in detail.The results show that the pure technical efficiency of Tibet,Ningxia and other places in the western region needs to be optimized.Moreover,the low scale efficiency is the main reason for the low overall efficiency of higher education resources allocation in the western region,while the insufficient investment in higher education funds,the low scale efficiency and the imperfect decision-making mechanism are the main factors affecting the effective allocation of higher education resources in the western region.Based on the problems and goal orientation,the fifth chapter puts forward the countermeasures and suggestions to optimize the effective allocation of higher education resources in the western region,aiming at the problems of insufficient investment in higher education funds,low scale efficiency and unsound decision-making mechanism in the western region,combined with the allocation goals of increasing investment in human resources,financial resources and material resources and improving the efficiency of personnel training,scientific research achievements and social service output.The countermeasures and suggestions are respectively to increase the support of higher education funds,optimize the allocation structure of higher education resources,improve the efficiency of output transformation of education resources,promote the innovation and reform of talent development mechanism,and construct the "double-first-class" construction decision with Chinese characteristics.Through the relevant research in this paper,we can scientifically evaluate and understand the effectiveness of the resource allocation of higher education in the western region during the period of "double-first-class" construction from 2015 to 2017,thus providing theoretical basis and decision-making reference for understanding the development status of higher education in the western region under the background of "double-first-class" and how higher education in the western region can better construct world-class universities and first-class disciplines with Chinese characteristics and promote the economic and social development of the region. |
