Ideological and political education in colleges and universities focuses on what talents are cultivated,how to cultivate them and who was cultivate for.President Xi Jinping pointed out at the 2016 National Conference on Ideological and Political Work in Colleges and Universities that cultivating talents based on morality must be adhered to be the working core,with carrying out ideological and political work throughout the entire process of education and teaching to achieve an educational mechanism where all educators participate in teaching in all processes and all aspects.As an important part of higher education of China,vocational colleges undertake a sacred mission to cultivate talents based on morality and an obligatory responsibility to construct the ideological and political education working mechanism of "Three-Full Education".Accordingly,on the basis of interpreting key significance of the ideological and political education working mechanism of "Three-Full Education" in vocational colleges of the new era,the paper focuses on analysis of necessity to construct the mechanism in the colleges and proposes feasible constructive strategies in the view of problems and causes of the construction.Firstly,the basic theory of the "Three-Full Education" mechanism in vocational colleges was expounded in the paper.The mechanism refers to the process and operational mode where in the course of conducting the activity in which all educators participate in teaching in all processes and aspects,all teachers carry out ideological and political education to students in a certain collaborative way in all parts related to teaching,management and services,taking talent cultivation based on morality a radical objective.The "Three-Full Education" mechanism is characterized by comprehensiveness,coordination,practicality and effectiveness,and mainly has integrating,coordinating and incentive functions.And theoretical basis and key significance of the mechanism construction in vocational colleges were analyzed.Theories are precursors of practices.The theoretical foundation of the mechanism is laid through theories of Marxist education and All-round Development of Human,internal and external laws,the theory of ideological and political education management.Construction of the "Three-Full Education" mechanism in vocational colleges is internal requirements for completing the fundamental task to cultivate talents based on morality in vocational colleges,reasonable and practical demands for fostering talents through the colleges,and needs for training practical talents with skills and morality,which is of a practical significance.Current progresses and achievements of the "Three-Full education" in higher education were summarized based on the interviews and surveys,and main problems and reasons were analyzed by combining with practical work of the mechanism in vocational colleges.There are a large number of problems in the construction of the mechanism in the colleges,such as incompletedesign of targets and tasks,outdated and simple education methods,as well as low educational efficiency,reasons of which as follows: vocational colleges hold behindhand concepts for talent cultivation,pay less attention to the construction of the mechanism,provide inadequate guarantee its operation,lack a school-family-society linkage mechanism and adopt one-sided method to evaluate teachers and students.Main strategies for vocational colleges to construct the "Three-Full Education" mechanism were proposed,including improvement of the leadership system,the coordination mechanism and the security mechanism,as well as establishment of a scientific mechanism for operation and evaluation.In conclusion,the research of the paper with highlighting the analysis of the construction of the "Three-Full Education" mechanism in vocational colleges is conducive to deepening the theory of ideological and political education in colleges and universities and expanding the horizons of relevant research.It is of a great significance in boosting reform and innovation of ideological and political education in vocational colleges and enhancing its effectiveness.
