Recently,China has issued a number of policy documents to comprehensively deploy “Double First-Class”construction.It has proposed the overall goal of accelerating the modernization of higher education governance system and governance capabilities.Also,improve the internal governance structure of universities is been one of the the tasks of higher education reform.Private universities are an important part of the national higher education system,and the internal governance structure is a fundamental issue affecting the sustainable and healthy development of private universities.Private universities must be in a good internal governance structure environment to deepen the connotation construction,so as to participate in and promote the “Double First-Class” construction better.At this stage,Chinese private universities have shifted from a primary stage focusing on economies of scale to a standardized stage focusing on quality connotation,but there are still many problems in the internal governance structure that restrict the long-term stable development ofprivate universities.Private universities must optimize their internal governance structure,improve the modernization level of governance capabilities,strengthen connotation construction,enhance core competitiveness,and ensure that private universities survive and thrive in the fierce competition in the higher education market.This article selects N College as the research sample.Based on the analysis of the internal governance structure of private universities,it uses stakeholder theory as a theoretical tool to study the status of its internal governance structure,especially analysis of the interactive relationship,the subject of rights and the operating mechanism of N College.Through investigation and research,it is found that N College has problems such as imperfect decision-making mechanism,limited principals’ ability to perform their duties,academic power suppressed by administrative power,insufficient secondary school self-hosted academic powers,weak awareness of stakeholder participation in school internal governance,and democratic supervision and management Problems such as poor operation and lack of effective mechanisms for supervision of cooperative school sponsors.This paper draws on the internal governance experience of private universities in the United States and Japan,uses stakeholder theory,and combines the actuality of N College to propose the principles of optimizing its internal governance structure,to propose the optimization from governance concepts,democratic decision-making mechanisms,power allocation and check-and-balance mechanisms,supervision mechanisms,and the incentivemechanism and other aspects,and to theoretically build a model of internal governance structure for stakeholders’ joint governance.Finally summarize the expected effect of the optimization of internal governance structure on the advancement of “Double First-Class” constructions in private universities.
