Japan and South Korea entered the aging society in the 1970 s and early this century.With the continuous advancement of industrialization and the deepening of aging,the aging industries of the two countries have shown rapid growth.The article elaborated on the related concepts of aging and aging industries,using Maslow ’s hierarchy of needs theory,welfare pluralism theory as support.Literature analysis method,comparative research method and other methods are used to summarize domestic and foreign related Research,analyze the aging situation in Japan and South Korea.The development goals and service functions of the aging industry in two countries are summarized including the aging industry policies and their functions as well as the status of industrial development.A comparative analysis of the characteristics,similarities and differences of the aging industry development in both nations is also contained.This study believes that Japan and South Korea have a deep aging degree which has a huge impact on their economic and social development.The aging industrial policies of both countries can better suit their national conditions,and the content is relatively comprehensive,involving many aspects such as law,administration,finance,and support institutions.Japan and South Korea have actively adopted various methods including legislating relevant laws,proposing development plans,and regulating market order to promote the development of aging industries.Through the analysis of the characteristics of industrial development,it is known that the two countries have similarities in terms of government role,participating subjects,industrial fields,and closeness to national conditions.However,there are differences in terms of social background,development process,system reform,marketization degree,capital investment and pension as well as Old-aged Support model.China entered the aging society in 2000,which is slightly slower than Japan and South Korea,but the trend of aging in recent years is obvious.China is facing aging problems such as a large population of the elderly,serious aging trends,significant regional differences,serious urban-rural inversions,and the situation that the elderly do not get rich before they are old.In terms of the development of the aging industry,China also encounters problems such as unsound policies,unbalanced supply and demand,unsatisfactory old-age service system,relatively lack of old-age products and services,lack of professional personnel,imperfect industrial chain and insufficient support of old-age funds.Drawing on the experience of Japan and South Korea in the development of aging industries,China should clarify government functions,improve laws and regulations,and strengthen industry guidance and support.Optimizing resource allocation,cultivating the market actively,and building a comprehensive system industrial chain are supposed to attach much importance.China should improve the social security system and enrich the source of funds as well as strengthen the training of professional talents.Last but not least,encouraging service innovation,strengthening industry supervision,and promoting industrial service standards and quality are also crucial items which the country should make efforts to.
