| Public policy itself is not atomized,but systematical,that is,embedded in a specific spatiotemporal situation system.All the policy results and the formation of policy phenomena can be regarded as the result of the interaction between the policy itself and the situational system According to this theory,policy change refers to the authoritative rules(including policies and generalized institutions)that are embedded in a specific policy system and have the dominant social value allocation,which will change to a certain extent with the change of the system.Therefore,policy change is the result of the interaction between the policy itself and the systemVocational education in Taiwan began in the 1950s and has experienced more than 70 years of historical evolution.The early tvet education system in Taiwan was almost the product of the "national" economic construction plan,which had the distinct instrumental characteristics.However,with the changes of the environment of knowledge,government and market,tvet education in Taiwan has gone through many twists and turns and been restructured several times.After nearly 80 years of turbulence,the integrity of tvet education in Taiwan is at the forefront of vocational education in the world.And the reform of technical vocational education policy changes in the past 80 years cannot be separated.The main research contents of this paper include:using the quantitative analysis tool CiteSpace(5.2.rl)to make a visual analysis of the relevant studies on vocational education and historical institutionalism in mainland,identify the knowledge blocks related to"vocational education" and make a targeted discussion on the current research status,and evaluate the theory and application of historical institutionalism;The relevant concepts involved in tvet education are explained and the relevance of research theory is analyzed.This paper summarizes the evolution of the tvet education policy in Taiwan and discusses the mode of the tvet education system in Taiwan by using the existing system change model.In this way,the characteristics of tvet education in Taiwan are revealed and the frontier and trend of vocational education in mainland are prospected.This article USES the research method is mainly literature analysis and historical method,and then to case analysis research,the main findings of the study:(1)for the research of vocational education in Taiwan,Taiwan scholars have certain research foundation failed to form a system,mainland scholars research mostly relatively macroscopic,for deeper research is relatively lack.(2)the reform of tvet education in Taiwan has something to do with the policy change.(3)the change of tvet education policy is the product of the joint action of multiple actors,and the change of tvet education policy also has various types of reflection.(4)tvet education in Taiwan has developed rapidly with the support of policies.Through the research on the achievements of tvet education in Taiwan,it is found that the future vocational education in mainland should focus on actively cultivating the professional spirit,further improving the vocational education system and establishing a flexible vocational education system. |
