Research On The Situation And Mechanism Optimization Of The Scientific And Technological Talents Gathering In Shanxi Agricultural Valley

In 2015,Shanxi provincial Party committee and provincial government put forward the strategy of Shanxi Agricultural Valley,and in the next few years,the construction started rapidly and achieved remarkable results.Shanxi Agricultural Valley has become a national strategy.It is an effective carrier to lead the development of modern agriculture and build a national modern agricultural demonstration area.It is an important hand to solve the problems of modern agricultural development and actively build a new system of modern agriculture.It is a demonstration model to deepen the reform of agricultural supply side and explore the development path of characteristic agriculture in the Yellow Soil Plateau.It is of great strategic significance to build Shanxi Agricultural valley into a modern agricultural innovation highland,an industrial highland,a talent highland,an open highland and a rural reform pioneer area to lead and drive Shanxi’s agricultural modernization,while the gathering of scientific and technological talents plays an important and irreplaceable role in promoting the construction of Shanxi agricultural valley.Therefore,how to promote the gathering of Shanxi Agricultural Valley scientific and technological talents is worthy of our in-depth study.On the basis of consulting relevant policy documents and academic documents,this paper takes the three band theory of scientific and technological talents,the theory of career choice motivation,and the theory of demand level as the research basis.By analyzing the current situation and effect of the gathering of scientific and technological talents in the agricultural valley of Shanxi Province,we find that there are some problems in the process of the gathering of scientific and technological talents in the agricultural valley of Shanxi Province: for example,the gathering policy of scientific and technological talents needs to be improved The relative investment of technology talents is insufficient,the platform construction of technology talents agglomeration needs to be strengthened,the internal management mechanism of technology talents agglomeration needs to be improved,and the effect of technology talents agglomeration needs to be released.Through the way of questionnaire,this paper studies the influencing factors of the scientific and technological talents gathering in the agricultural valley of Shanxi Province,and concludes that the policy of talents introduction is the most critical factor affecting the scientific and technological talents gathering.In view of the problems existing in the gathering of scientific and technological talents in the agricultural valley of Shanxi Province,the following suggestions are put forward: renew the concept of gathering of scientific and technological talents as the guide,build a platform for gathering scientific and technological talents as the basis,optimize the system of gathering scientific and technological talents as the traction,innovate the mode of gathering scientific and technological talents as the key,and improve the environment of gathering scientific and technological talents as the guarantee,so as to form a "five dimensional integration" gathering mechanism of scientific and technological talents in the agricultural valley of Shanxi Province System.
