The Research On Optimization Of Scientific Research Funds Management In MJ University Based On Full Life-cycle

In the new era,economic development of China is changing from the stage of high-speed growth to the stage of high-quality development.In order to achieve this goal,we must strive to achieve the optimal policy mix and the maximum overall effect.Scientific and technological innovation is the strategic support to improve national strength,the source of power for economic development,the gathering place of highintelligence talents,and the incubation place of scientific research and academia.Finance at all levels takes science and technology as a key area of financial investment.Every circle of society strengthens scientific research collaboration with universities year by year.International exchanges of scientific research activities are deepening day by day.Scientific research funds in universities are not only large in volume and rapid in growth,but also increasingly diverse in sources.The difficulty of management is increasing,which brings new challenges.Compared with the vigorous development of scientific research funds,the management mechanism of scientific research funds in colleges and universities has not kept up with the pace of innovation,which has restricted the progress of science and technology to a certain extent and caused the contradiction between scientific research activities and administrative management.In order to break down ideological barriers and institutional barriers and promote scientific and technological innovation,the state has issued a large number of guiding documents on scientific research projects and fund management in recent years.Guiding direction reflects the increasingly mature and perfect governance policy.To see that scientific research personnel benefit more from our reforms to streamline administration,delegate powers,and improve regulation and services,we must cut red tape,level the playing field,provide greater convenience,and remove that last crucial hurdle.Deepening the reform of science and technology system,strengthening the sharing and integration of resources,and the transformation and development of scientific research management are not only the external requirements for the optimization of university scientific research management,but also the endogenous driving force.How to scientifically manage a large amount of scientific research funds,promote the flow of knowledge,increase the identity of scientific researchers,stimulate innovation vitality,and play an irreplaceable role in the national innovation system of universities is a mutual problem and common goal faced by universities.It is urgent to optimize the management of scientific research funds in universities.Based on the background of scientific research funds management in colleges and universities,this paper consults a large number of documents on the basis of relevant theoretical study,and combs the research status at home and abroad.This paper combines with the understanding of the current situation of scientific research fund management during my work in MJ University.Through in-depth exchanges with scientific researchers in the faculties and colleges during the visits and investigations,this paper summarizes the reform needs of MJ University’s scientific research funds management in both external environment and endogenous development,and studies the problems existing in the management process of scientific research projects in various stages of MJ University.On this basis,the theory of life cycle management is introduced to process optimization and risk management in each stage of scientific research funds management,which is to build a new system of life cycle management of scientific research funds,to improve the management level and to promote the sound development of scientific research funds.This paper takes the scientific research fund management reform in the new period as an opportunity to face the transformational challenge,walk out of the new road.The main idea of this paper is to put forward corresponding optimization schemes according to the current situation of scientific research funds management in MJ University under the guidance of life cycle theory.The overall idea is to take the whole life cycle theory as the guidance,put forward the corresponding optimization plan for the current situation of research fund management of MJ university,seek the optimal solution under the constraints,and implement the transformation and upgrading strategy.The specific optimization scheme is as follows:first,the objective of scientific research fund management optimization is established in combination with the actual development of MJ university and the nature of scientific research projects;secondly,this paper expounds the feasibility and necessity of the whole life cycle management of scientific research funds.Then,from the overall perspective of scientific research projects,this paper proposes four optimization paths of system,personnel,thought and technology,aiming at the deep analysis of the causes of problems,to ensure the smooth process optimization.Finally,the management process of scientific research funds in the project approval stage,project implementation stage and final acceptance stage was optimized and the risk control measures in each stage were formulated.From the theoretical point of view,it is feasible to introduce the whole life cycle theory into the management of scientific research funds to broaden the theoretical boundaries of the two.From the practical point of view,the organic combination of the two can make the management of scientific research funds more overall and comprehensive,give play to the synergistic effect,and provide strong support and guidance for the development of MJ university.
