With the continuously promotion of reform of higher education and the implementation of hierarchical management policy of higher education,the traditional personnel training mode cannot satisfy the demand for talents.The local newly-founded colleges are seeking ways of transferring to be practical colleges,ways of how to cultivate practical talents to service society.The cultivation of practical talents is a systematic work,and cannot be separated from settings of talents training plans,curriculum reform,intensification of teaching practice.In the process of cultivating practical talents,special attention should be paid to the practicalness.Therefore,the cultivation of practical talents is closely lined with the construction and cultivation of double certificate teachers.Only by this way,can we ensure the cultivation quality of practical talents.This paper was focus on the cultivation mode and mechanism of double certificate teachers in newly-founded colleges,illustrated by the example of Fuzhou Y college’s measures in the cultivation of double certificate teachers and its predicament.This paper is conducted by the comparative study method.The author takes 4 vocational cultivation examples,Work-study combination method in Japan,Double-unit method in German,TAFE(Technical and Further Education)method in Australia and Teaching factory in Singapore.All the four methods have representativeness and productiveness in the double certificate teachers’ cultivation,which is worthwhile.This paper analyzes the current situation and predicament in the cultivation of double certificate teachers in China,trying to promote the construction of practical colleges’ double certificate teachers cultivation from the nation level,enterprise level,college level and personal level.The construction of institution,incentive system,idea changes,funds input and reform of personnel system are also essential in the process.
