China is a big agricultural country, according to the 2005 National 1% of the population sampling survey data, the National Bureau of Statistics by estimated that by the end of 2006 the rural population would be 744.71 million in China’s mainland, accounting for 57.01% of the total population. Only by grasping the sports work in rural areas could be achieved in the true sense of fitness. In China the number of rural middle school students, accounting for about 80% of the total number of secondary school students. Therefore, to do a good job of physical education in rural secondary schools, make the students master physical exercise methods and skills, and develop lifelong exercise habits, are also a vital link to realize "National Fitness Program". Jidong lies in the east of Hebei Province, the economy is relatively developed, People’s living standard is relatively affluent, educational conditions are relatively good. In order to explore the true state of physical education in the region, this paper adopts the methods of documents, interview, questionnaire, mathematical statistics, logical analysis, etc. to study physical education conditions of rural secondary schools in Jidong area, the main findings are:1. The current status of rural school sports in Jidong are: physical education commencement rate is up to 100%, but the schools required to open f full physical education are in low proportion; the phenomenon that PE is occupied still exist; "Sports and Health Standards" is not fully implemented; physical education content is monotonous, fewer events are a common phenomenon; exercises between classes are carried out well, but there are still 39.33% students who take part in physical activities less than 1 hour a day.2. Sports rules and regulations in all regions of Jidong and school are not perfect. Sports venues are small and varieties few and in poor quality, standardization proportion is low, basketball courts and track and field are the main sports venues; sports equipment items are not distributed rationally, the traditional sports are as main items, types of equipment are fewer; part-time physical education teachers still exist, distribution of record of education and age structure of PE teachers is relatively reasonable, title structure is not ideal. Teaching hours are more and workload is heavy, low pay is the factor of lack of motive force of work of physical education teachers, the stability of the teachers is relatively strong.3. PE in rural middle school, disengagement of "saying" and "doing", obsession of concepts, level of economic development restrained, the number of physical education teachers limited. No strong sports environment atmosphere is the major dilemma that PE in rural secondary schools in Jidong arrears facing.Countermeasures are put forward for the problems in the research process: 1. standard implementation and operation of PE in Rural schools according to the law and regulations; 2. Find out the focus of PE development in rural secondary schools in Jidong region between the comparison of advantages and disadvantages; 3. Improve PE management mechanism in rural schools, pay more attention to developing ,training and managing full-time physical education teachers; 4. Do a good job to broaden the financing channels to protect the healthy development of PE in rural schools; 5. Create a new model of PE development in rural schools; 6. Strengthen publicity of sports culture, increase sports cultural atmosphere in schools.
