Research On The Construction Of Dalian Social Credit System

Premier Li Keqiang pointed out that the market economy is credit economy above all.The state officially issued documents to promote the construction of social credit system to build a credit-based new supervision mechanism,Give full play to the positive effect of credit in optimizing resource allocation.In recent years,the construction of Dalian’s social credit system has also been developing to a deeper level,and its strength,depth,breadth and influence have been expanding.In September 2021,Dalian became one of the third batch of national credit system construction demonstration cities（urban areas）,winning a good start for the credit system construction during the "14th Five-Year Plan" period.This article collects and analyzes the current situation of Dalian’s social credit system construction through analysis of literature,interviews with relevant department staff,and questionnaires.This thesis analyzes the problems existing in the construction of social credit system in Dalian in advance,during and after the event.Under the guidance of problem orientation,and drawing on the advanced experience of Shanghai,Shenzhen and other places,this thesis puts forward Dalian social credit system construction optimization path and implementation suggestions.It has both theoretical and practical significance for further broadening the research ideas of credit system construction and promoting the high-quality development of Dalian social credit system construction.The thesis consists of six chapters.The first chapter starts with the research background,and analyzes the significance of studying the construction of social credit system in Dalian.By analyzing the research status of domestic and foreign experts and scholars on the social credit system,this thesis looks for the research direction and field of this thesis.The second chapter defines the concepts of new regulatory mechanism and credit,and defines the theoretical basis of the research.and introduces the research methods and research paths.The third chapter analyzes the construction of Dalian’s social credit system,Some achievements of Dalian credit system construction are summarized from the aspects of system mechanism,credit publicity,information collection,joint rewards and punishments,and the results of the questionnaire are statistically analyzed.The fourth chapter focuses on further analysis of the problems and causes of the construction of Dalian’s social credit system,to find out the shortcomings of each link,and lay a foundation for further optimization schemes.The fifth chapter comprehensively analyzes and draws lessons from the experience of domestic advanced regions in the construction of credit system to learn from each other,avoid detours and broaden the thinking of optimization scheme.The sixth chapter is based on the above mentioned,in view of the problems existing in the construction of Dalian social credit system,this thesis puts forward the optimization path and implementation suggestions.This study draws the following conclusions: First,remarkable achievements have been made in the construction of Dalian’s social credit system.The key links such as system system,platform construction,information collection,joint rewards and punishments,and credit repair have gone hand in hand and advanced strongly,realizing a huge transformation from quantity accumulation to quality improvement.Second,The construction of social credit system in Dalian needs to be improved in the following aspects: the construction of credit commitment system is not perfect,the application of "xinyi +" needs to be developed,the way of credit repair needs to be expanded,and there is a lack of professional personnel and credit service agencies.Third,learn from the experience of Shanghai,Shenzhen and other advanced regions in institutional setting,system construction,credit institution development,credit system research and development,combined with the regional resource endowment,the shortcomings and problems existing in the construction of Dalian’s social credit system can be explored and solved by establishing a unified credit commitment standard,creating an integrated credit information integration platform,and improving the joint reward and punishment and credit repair mechanism.
