| In China,government data openness is a core content of big data strategy of governments at all administrative levels.Government data openness has a series of benefits,including improving government transparency,promoting public participation and facilitating cooperation among stakeholders,etc.However,government data openness is a “double-edged sword”.With the increasing popularity of government data openness,the problems between data openness and privacy protection are becoming more and more prominent.The protection of citizens’ privacy has also become an important task of government data openness.This paper refers to the capability maturity model and data security capability maturity model,this paper compares and summarizes the practice and research of privacy protection,and constructs the maturity evaluation model of government data openness privacy protection,which includes 5 primary indicators and 18 secondary indicators,including organization management,regulations and policies,government supervision,platform construction and data quality.Referring to the platform rankings in the 2021 “China Local Government Data Openness Report”,the top 10 provincial platforms are selected as the empirical research objects for maturity assessment.The evaluation found that China’s government data openness and privacy protection maturity level is generally not high,and none of them have reached the third level.Among the final scores of the 10 provincial platforms,Guizhou and Zhejiang have just scored more than 1 point,which is at the second repeatable level.Sichuan and Ningxia have scored less than 0.5 points,which is at the initial level of the first level of maturity level.The scores of the other six platforms are between 0.5-1,which is in the development process from the initial level of the first level to the repeatable level of the second level.At present,there are still some problems in the privacy protection of government data openness in China,such as the lack of regulations and policy documents specifically for the privacy protection of government data openness,the lack of training on the privacy literacy of staff,the lack of data review,unclassified standards and specifications,etc.The innovation of this study is that there is little research from the perspective of evaluating the maturity of privacy protection in the current research.This study has developed a framework for evaluating the maturity of government data openness and privacy protection.Through empirical research,it is proved that the model proposed in this study has operability and applicability,and can support government departments to master their privacy protection level.Finally,it puts forward some suggestions on the government data openness and privacy protection from four aspects: formulating policies,strengthening data review,strengthening platform construction and encouraging public participation. |
