A Contemporary Study On The Subjectively Negative Administration Of Officials In The Grassroots Of Chinese Government

With the strengthening and refinement of national supervision and accountability work,the problem of grassroots civil servants avoiding responsibility in their administrative work has gradually been highlighted and reappeared.On the one hand,civil servants regulate their daily behavior under strict constraints and accountability,but on the other hand,along with the deepening of the strong national anti-corruption,some civil servants’ rent-seeking space is squeezed,and their administrative behavior becomes more and more cautious,and they are prudent in taking responsibility in grass-roots governance,or even avoiding responsibility for not doing it,which becomes their working norm.The passive inaction of grassroots civil servants seriously affects the advancement of China’s national modern governance system,directly damages the legitimate rights and interests of the people,leads to the stigmatization of the image of grassroots cadres and hinders the development of an efficient and clean team of grassroots officials.Unlike the traditional sense of violent law enforcement and extortion,the problem of grassroots inaction has a certain degree of recurrence and camouflage,and is a combination of bureaucracy and formalism of certain grassroots civil servants,and is a negative inaction in administrative work,specifically manifested as the deliberateness of integrity but not diligence,the simplicity of conformity,and the brutality of political administration.The problem of mediocrity and negligence arises from a variety of factors,both the subjective internal factors of civil servants and the external factors of the system and the political environment.The eradication of the problem of grassroots mediocrity is a purge of poor administrative practices at the grassroots level,which helps to promote the modernization of the national governance system and governance capacity.To manage the problem of mediocrity and negligence,it is necessary for the higher government to constantly regulate the mentality of grassroots civil servants,correct political and administrative behavior,reshape the political order,and optimize the political ecology.Therefore,to govern the problem of grassroots negligence,on the one hand,we should focus on the system,build a long-term mechanism,restrain and supervise the problem of grassroots negligence,implement precise accountability of grassroots cadres,and at the same time,improve the fault tolerance and exemption mechanism,improve the rational social opinion environment,and provide institutional guidance and guarantee for innovative and flexible governance of public officials.On the other hand,from the ideological and interest roots to crack,completely remove the grassroots cadres interests for the top of the power and performance concept of distorted misconceptions,in the ideological and theoretical solution to the grassroots civil servants ideals and beliefs,the pursuit of values.
