The Study Of Accountability Of Mediocre And Its Long-term System In Local Government

“People being the most important in a state, least is the ruler himself” has been anoted since the ancient time. The mediocre in local government not only destroysgovernment image, but also isolates the links between our party and people, destabilizesthe ruling foundation and threatens the ruling status of our party, thus, it must begoverned thoroughly following the policy of seeking both temporary solution andpermanent cure.On the basis of the researches achieved by scholars in China and abroad, this paperelaborates the necessity and meaning of accountability of mediocre in local government，trims the theoretical basis of accountability of mediocre in local government from thetheory of government performance, the theory of popular sovereignty, the theory ofparity of authority and responsibility and the theory of public choice，analyzes thephenomenon of “mediocrity, laziness, soft and indolence” and its manifestation andpoints out its four dangers.At the same time, the paper presents the remarkable achievements of accountabilityof mediocre in local government and sums up six problems appeared in it: the main partis incomplete, the object is unclear, mechanism of performance evaluation is short, theprocedure is unscientific, the re-emergence of censured officials is unsound, itsinformation publication is deficient.As to the problems occurred above, the paper offers seven ways to build along-term system of Accountability of Mediocre in Local Government: strengthenexternal accountability subjects to ensure the wide range of subject accountability;promulgate regulations to promote accountability of mediocre to be regulated; perfectmechanism of performance evaluation to ensure the accountability of mediocre arerationalized; complete the mechanism of accountability procedure to ensure it morescientific; consummate the mechanism of external corresponding rules to guarantee thesubsequent safeguards; reinforce its information publication to impel government affairspublic; reinforce its theoretical research to enrich its related theory.
