| The subdistrict office is not only the agency of the district people’s government,but also the bridge of communication between the people’s government at all levels and the neighborhood committee.Under the background of deepening the reform of administrative management system and strengthening the territorial management,the subdistrict offices undertake more and more affairs and have become the "one level de facto government",whose realistic role gradually deviates from the legal role.The deviation of the role of subdistrict offices not only increases the vertical level of urban governance,but also increases the burden of urban grassroots governance,and deviates from the overall characteristics of urban government process,which is not conducive to the optimization of urban governance structure.Based on the field interview method and the field investigation of some subdistrict offices in Tianjin,this paper finds that the current difficulties of subdistrict offices are mainly reflected in the following four aspects: function overload,power and responsibility imbalance,difficulty in coordination between the subdistrict offices,and insufficient human and financial security.By reviewing the history of the street agency,found that the unit system collapse isolated management affairs,an excessive emphasis local administrator,legal characters and realistic role deviation principle,the coordination mechanism is not sound,unreasonable structure of human,financial and configuration is not lead to street agency power and responsibility,etc.,such as increasing since the dilemma.Form the comprehensive analysis of all kinds of street agency system reform practice,on the basis of this article is based on integrity management theory,guided by the party,the reasonable positioning the role of the neighborhood offices,scientific and standardized functions of street agency,construction of double track work running mechanism,consummate the human,financial and other role and safeguard mechanism,fundamentally put forward crack street agency started their predicament,Effective way to effectively improve the efficiency of urban grassroots governance.In the future,street offices should play a good role as the convener of the collaborative governance of departments,the supervisor of the performance of functions of functional departments,the communicator of the dialogue between residents and the government,the provider of grassroots public services,and the director of community work.Through role positioning,the functional scope is delimited,and some functions that should not be undertaken by the subdistrict offices are stripped,focusing on performing public service functions,social governance functions and urban management functions.The innovation of this paper lies in that,based on the holistic governance theory and with the help of the task-oriented organization operation mode,it tries to create a dual-track working mechanism of the subdistrict office from two aspects of daily work and emergency management.On the one hand,it improves the daily work process and improves its daily performance ability under the guarantee of human and financial resources.On the other hand,in the face of complex problems,subdistrict offices can start task-oriented organizational workflow driven by problems,so as to coordinate and deal with urban grassroots governance issues. |
