Optimization Of The Path For Township Governments To Deepen The Reform Of "Delegation,Regulation And Service"

With the comprehensive deepening of reform into the deep-water area,the reform of the administrative system with the reform of "delegation,regulation and service" as the starting point has become an important part of the modernization of the government’s governance system and governance capacity in the new era.Since it was officially proposed in 2015,the reform of "delegation,regulation and service" has achieved remarkable results under the promotion of the top-level design of the central government and the practice of local exploration.As an important part of accelerating the transformation of government functions,enhancing the government’s modern governance capabilities,and promoting high-quality economic development,the reform has been incorporated into the overall plan of the country’s 14 th Five-Year Plan.As the administrative "tip" and foundation of the national governance system,the township government is the key subject to get through the last mile of the reform of "delegation,regulation and service" and promoting the reform at the grass-roots level.It is the foothold of reform.How to seize the opportunity of the reform of "delegation,regulation and service" and effectively promoting the reform,and realizing the transformation of functions and the improvement of governance capacity are important issues for the modernization of township government governance.Existing research mostly focuses on the reform of "delegation,regulation and service" at the national,provincial and municipal government levels and in developed areas,and there are few studies on the reform of grass-roots governments,especially township governments in underdeveloped areas.Based on the perspective of holistic governance,this paper takes the township government of Leizhou City as a research sample,and uses semi-structured interviews,qualitative analysis and other research methods to explore the overall problems and approaches of the township government’s deepening the reform of "delegation,regulation and service".Judging from the current practice of the reform of "delegation,regulation and service",due to the imbalance between regional development and urban and rural development,limited administrative resources and weak governance capabilities,township governments are still slow to promote the reform of "delegation,regulation and service",and making it difficult to demonstrate the effectiveness of the reform.In particular,the reform of township governments in underdeveloped areas has achieved little success,and there are practical problems such as the lack of effective connection between decentralization and succession,the lag in the construction of regulatory systems,the low level of public service capabilities and precision,the lack of endogenous motivation for reform,and the urgent need to strengthen the construction of talent teams.Focusing on the modernization of grassroots governance and the revitalization of rural areas,the reform of "delegation,regulation and service" should be deepened from the coordinated promotion of scientific decentralization,effective supervision,and service optimization.The first is to coordinate and promote the effective allocation and succession of the powers of the county and township governments,and strengthen their supervision and service functions on the basis of decentralization and empowerment of the township governments.The second is to build a law-based supervision system with overall coordination of "delegating power" to realize the transformation of supervision concepts and methods.The third is to optimize the township public service system with the empowerment of modern information technology to boost the quality and efficiency of township public services.The fourth is to make up for the shortcomings of professional talents in township governments.With decentralization and empowerment,policy inclination,resource sinking,technology empowerment,legal guarantee,and talent support,the township government is escorted to deepen the reform of "delegation,regulation and service",and constantly promote the reform to expand in depth,so as to realize the reform and modernization of township government governance.
