Research On Countermeasures Of Urban Community Policing In Yingkou City

Urban community policing is an important part of urban community governance.The19 th National Congress of the CPC clearly proposed to "establish a social governance pattern of CO governance jointly and jointly",which indicates the development direction for the construction of community police work mechanism.With the rapid development of urbanization,more and more foreign population is coming into cities,which challenges the police work of urban grassroots communities.In the current social urbanization transformation,how to comply with the requirements of the times,give full play to the social governance function of public security organs,promote the benign interaction between government governance,social adjustment and residents autonomy,has become a problem that the public security organs need to solve.Although Yingkou City has carried out the construction of community policing many years ago,with the risk upgrading and control of social security,the public security situation in Yingkou is still not optimistic.Yingkou public security organs also realize that the traditional community policing model guided by the crime can not solve the social security problems fundamentally.It is necessary to innovate the concept and operation mechanism of community police construction.Therefore,this paper takes Yingkou City as the research object and guided by the theory of public relations and comprehensive management theory of social security.Based on the summary of the development process and mode of Yingkou community police construction,the paper summarizes the problems existing in Yingkou City Community Police construction by questionnaire and interview survey,and analyzes the causes of the above problems,and then puts forward the Countermeasures for improving the construction of Yingkou City Community Police.The results show that the main problems of community policing in Yingkou include the lack of understanding of community policing,the traditional police management method used in community police management,the lack of community police force guarantee and the difficulty of effective integration of various information resources.The reasons for the above problems include the lagging concept of community police construction,the compliance of assessment mechanism The relevant guarantee and operation mechanism is not perfect and there are information barriers among the functional departments.Combined with the current situation of Yingkou City Community Police construction,the paper puts forward the relevant countermeasures to improve the construction of urban community policing in Yingkou City.In the aspect of changing the concept of community policing construction,the concept of strengthening community governance,people have responsibility,deepening the concept of "serving the masses,starting from me" and clarifying the concept of "breaking through tradition and being brave to innovate";In the aspect of the evaluation system,it is suggested that it is necessary to make clear the performance appraisal index must be of the times and system,and the results of performance appraisal should be effectively used;In the aspect of community police work mechanism,the author puts forward to improve the operation mechanism of community police work,the security mechanism of community police work and the police force security work;In terms of innovation of community policing methods,we should make full efforts to promote the high-efficiency integration of community police construction with big data,build smart police and promote the palmtop police office.
