| While the economics in Europe and America developed slower, the export of the software developed by China increased a lot. It should be due to the fast growth in the Japanese IT outsourcing service. Dalian, as the only example city of international software development, is becoming more and more internationalized in market, corporation and human resources. As a Sino-Japan bridge, Dalian now is also playing a strategic role and stepping towards the goal of being the information center in North Asia.Dalian has a good environment to develop the software industry and has attracted more than 140 overseas software corporations. About 1/3 of them are Japanese sole ventures. Over 1/2 of them are joint ventures by China and Japan. Added by the corporations from Korea and Singapore, these ventures compose the backbone of the software corporations. For example, Panasonic, Sony and NEC have set up their branches in Dalian. IBM, GE, ACCENTURE and Dell also have built up the R&D centers of Northeast Asia in Dalian to develop their software service to Japan. At the same time, Neussoft, Huaxin Software and Haihui Software have become the beneficiaries in developing the Japanese software services. Dalian's advantage in exporting the software to Japan has come into being. Around the Dalian Software Garden there are the Institute of Neusoft Information & Technology, Dalian University of Technology, Dalian Maritime University, Dalian Railway Institute, Dalian Foreign Language Institute and the National Software Specialists Training Base, all of which have become the supporting power.The paper consists of three parts.The first part is the introduction. Firstly, the paper starts with the strategic necessityof developing the software service mainly to Japan. Secondly, it illustrates that Dalian is playing an important role in developing the software industry in China. Then the paper reviews the three periods of the software industry development: breeding period, developing period and North Asia software & information service center period.The second part systematically illustrates the reasons that Dalian has finally become the Japanese software-outsourcing place. It aims at emphasizing the unique advantage of Dalian in the market of the software. Starting with analyzing the basic internal motive on Japanese lowering cost, this part points out Dalian competition advantages in geography, historical culture, preferential policies to the Japanese software and the customizing training of software talents under the positive environment of China.The third part is the synthetic analysis of the software market of Dalian to Japan. This part assesses the developing level of the local software market based on quality and quantity. After analyzing situations on the software market between Dalian and Japan, it introduces the software center in Dalian, the software transaction fairs in Dalian and the software enterprises and their different types of business. The article proposes some suggestions on strengthening the software market: breaking through "the bottleneck", paying attention to the customizing training on software talents, etc. Finally, it points out the ultimate purpose of software industry in Dalian and predicts the growth of the software market in the following five years.
