Research On The Construction Of Inner-party Political Culture During The Partial Ruling Period Of CPC

The inner-party political culture is the cultural "Soft power" of the Communist Party of China “ Through the multiple mechanisms of internalization,acculturation,externalization,transformation,consolidation and strengthening,it has become a powerful and dominant force in the partys political,ideological,organizational,style,discipline and system building.”.The inner-party political culture dimension of the CPC s long-term ruling ability construction.Journal of Party School of CPC Hangzhou Municipal Committee,2018（02）.It provides rich nourishment for the party membersinitial commitment and inner conviction,the optimization of ecological environment and the development of Party organizations at all levels.Since the Sixth Plenary Session of the18 th CPC Central Committee put forward the proposition of inner-party political culture for the first time,a series of progress and achievements have been made in the theoretical interpretation and construction of inner-party political culture.However,the development of culture is a process of change and accumulation,and "Construction" itself is a historical,dynamic and constantly innovative process of optimizing construction.Therefore,it is necessary to study the inner-party cultural construction during the partial ruling period of the Party,by studying the course of strengthening the inner-party political culture in the political practice of the Party members and Party organizations,so as to sum up the experience,it provides theoretical support for strengthening the construction of inner-party political culture in the new era so as to promote the comprehensive and strict governance of the party.In this paper,the time limit for the study is the partial ruling period,the theoretical basis is the political and cultural ideology within the party contained in the Marxism–Leninism and the excellent traditional Chinese culture,and the basic clue is the central task of the party,with the methods of literature analysis,interdisciplinary comprehensive research and combination of analysis and synthesis as the research methods,the connotation and characteristics,structure and function of the inner-party political culture are thoroughly analyzed,this paper probes into the construction of the inner-party political culture of the Communist Party of China in the period of partial administration from four aspects of the construction background and conditions,the construction content,the experience characteristic and the present enlightenment.First,it systematically analyzes the theoretical sources of the inner-party political culture,and reveals that the CPC is drawing on the inner-party political and cultural thoughts of the Marxism –Leninism for my own use,and to inherit and innovate the reasonable elements of Chinas excellent traditional culture in order to strengthen the construction of political culture within the party,on the basis of his excellent research achievements,the paper puts forward the definition of the political culture within the Party and points out the basic points around which the research centers.In addition,it also further analyzes the main structure of the political culture within the party and its functions of political indoctrination,cohesion of the consensus within the Party and conduct-oriented.Secondly,a thorough study of the background and conditions of the construction of political culture within the Party will help to understand the inevitability and necessity of the construction of political culture within the party.Thirdly,the local ruling period is divided into three historical periods: the Central Soviet area period,the Yan ‘an period and the Xibaipo period,this paper analyzes how to strengthen the construction of the inner-party political culture according to the central task of the Party in this period,so as to enhance people’s deeper understanding of the inner-party political culture.Thirdly,according to the course of the Party’s construction,the paper discusses the basic experience and characteristics of the party’s political culture construction,which will provide more meaningful reference for the future political culture construction.Finally,briefly discuss the current problems,and then learn from the historical experience,to promote the construction of inner-party political culture from five aspects: absorbing and inheriting advanced cultural ideas,shaping the main body of the advanced political party,strengthening the construction of inner-party discipline,the organic combination of Ideological Party building and the system governing the party,and enriching the carrier of communication,strive to promote the development of inner-party political culture in the new era.
