Research On The Optimization Of Comprehensive Law Enforcement Path Of Urban Management Under The Background Of Digital Government ——Take Hefei City,Anhui Province As An Example

With the advent of the digital age,accelerating digital development has become the trend of the next stage of social development.At the fourth plenary Session of the 19 th CPC Central Committee,it was clearly proposed to promote the construction of a digital government so as to improve the digital level of government management.The development of a city is inseparable from the informationization.There is no essential change in comprehensive enforcement of law in city management under the background of digital government,but new-generation digital information technology and concepts are more emphasis to be applied to optimize the problems existing in comprehensive enforcement of law in city management,which promoting the operational high-efficiency of comprehensive enforcement of law in city management.At the same time,the level of urban informationzation is constantly improved.In the current stage of digital government construction,comprehensive enforcement of law in Hefei city is facing new opportunities and challenges.So,it is a worth problem to ponder how to optimize the path of comprehensive enforcement of law in city management.Based on holistic governance theory,symbiosis theory and information theory,this thesis analyzed the relationship between digital government and comprehensive enforcement of law in city management.And in the current digital government construction background,we elaborated its basic situation through comprehensive enforcement of law in Hefei city,Anhui Province management research.We summarized the achievements of comprehensive enforcement of law in Hefei management through literature researched and interview investigated,including: improvement of law-enforcement teams,legalization of city management,high efficiency of law enforcement cases and informationization of law enforcement work.the work in comprehensive enforcement of law in Hefei city management still faced some difficulties:a lack of top-level design in the field of urban management legislation,law enforcement staffing and quality is difficult to meet the demand of work,low public awareness and participation,expansion of scope leads to the difficulty in defining the allocation of powers and powers,a lack of sector linkage collaborative,a fuzzy program of supervision and evaluation mechanism.At the same time,we used the case study method and comparative analysis method to research on Beijing’s big data platform built relying on the "five-in-one" internet of things platform,Ningbo’s the "off-site" law enforcement blockchain coordination system built,Singapore’s "Smart Nation" 2025 plan,the UK "Smart London" urban construction and other domestic and foreign typical cases.Finally,we obtained relevant experience and enlightenment for promoting comprehensive enforcement of law in Hefei city.In view of the current difficulties faced by comprehensive enforcement of law in Hefei city,this thesis explored the optimization path of comprehensive enforcement of law in city management under the background of digital government based on the experience and inspiration obtained from the analysis of typical cases at home and abroad,and put forward the following measures,including: The concept of comprehensive enforcement of law in city management should be changed to replace the traditional concept with the people-oriented and holistic concept.By improving the allocation of law enforcement personnel,strictly implementing employment standards,improving the quality of law enforcement personnel,training high-quality professional personnel.Finally,we will reform the mechanism of the comprehensive enforcement of law in city management and improve the digital urban management system.By strengthening the support and guarantee of science and technology,the digital transformation of comprehensive enforcement of law in city management means is realized.It is expected that the department of comprehensive enforcement of law in Hefei city management can adapt to the needs of urban development through continuous exploration and innovation,and constantly promote comprehensive enforcement of law in city management to play a better role in the construction of digital government and digital China.Figure [ seven ] table [three] reference [sixty-three ]...
