A Study On The Problems And Countermeasures Of Tobacco Monopoly Administration In The Process Of Promoting "Fang Guan Fu"Reform ——Taking Deyang Tobacco Monopoly Administration For Instance

In 2015,the State Council of China launched the administrative reform of "streamlining administration,delegating power,improving regulation and strengthening services"（hereinafter referred to as the "Fang Guan Fu" reform.）The purpose of this reform is to accelerate the transformation of government functions,make the government play its role more effectively and activate the role of the market in resource allocation to a greater extent.In recent years,the State Tobacco Monopoly Administration has been earnestly implementing the reform requirements of The State Council to promote the "Fang Guan Fu" reform from top to bottom.Considerable results have been achieved,but there are still some problems.This thesis takes the "Fang Guan Fu" reform of the Deyang Tobacco Monopoly Administration as an example.On the basis of studying the theories related to the "Fang Guan Fu" reform and the tobacco monopolization system,the author consulted the relevant literature at home and abroad to study the "Fang Guan Fu" reform of the Deyang Tobacco Monopoly Administration.Firstly,this thesis expounds the general situation of Deyang Tobacco Monopoly Administration and the measures it has taken for "Fang Guan Fu" reform: in terms of streamlining administration and delegating power,it promoted the standardization of administrative licensing,simplified the licensing application materials,optimized the licensing process,implemented a notification and commitment system,and carried out checklist management;in terms of improving regulation,it formulated a retail outlet layout,promoted the "APCD" working method for retail market inspection,implemented the supervision system of "double random and one disclosure",recorded the whole process of law enforcement,strengthened hierarchical and classified credit supervision,and established a special jointsupervision mode;in terms of optimizing services,it built a standardized service hall,accelerated the promotion of "one network-based handling" service,advanced the reform of "minor and quick punishment",optimized the way offine payment to the higher authority,established a "positive/negative evaluation" system for administrative services,and strengthened the protection of customer information.Secondly,questionnaire survey and interview methods were used tosurvey 117 administrators and2,069 cigarette retailers,and interviewed 4 administrators at different levels.The following problems in the "Fang Guan Fu" reform of the Deyang Tobacco Monopoly Administration were found: The follow-up supervision of administrative licensing is difficult;the cigarette market supervision means relatively lag behind;the vitality of the cigarette market subjects is restricted;there is a risk of abusing law enforcement authority.And the causes are analyzed as follows: There is a contradiction between the monopolization system and market economy;local protectionism reduces the effect of reform;the effectiveness of related mechanism construction needs to be improved;there is a gap between the quality of the staff and administrative reformation.Finally,six countermeasures are put forward on the basis of the above survey analysis and the characteristics of the tobacco monopolization system: The Tobacco Monopoly Administration should further advance the "Fang Guan Fu" reform to create new values,optimize the tobacco monopolization system to adapt to the market economy,strengthen internal supervision and regulation of its own behavior,innovate administrative methods,improve the quality of the administrative team,and earnestly perform social responsibilities.
