Study On The Returning Movement In Shaanxi-Gansu-Ningxia Border Region（1937-1945）

Since the outbreak of the full-scale anti-Japanese War,under the leadership of the Communist Party of China,all forces including the party,government,army and people vowed to protect the anti-Japanese base areas,which becomes the main theme under the background of the Anti-Japanese War.With the complex changes of the war situation,the expansion has become a routine work of the mobilization of the war against Japanese Aggression.But at the same time,due to various subjective and objective reasons,the phenomenon of soldiers absconded or returned beyond leave became worse in various areas,and the same is true in the Shaanxi-Gansu-Ningxia Border Region.The returning movement of Shaanxi-Gansu-Ningxia border area opened the "prelude".This paper explores the historical problem of the Shaanxi-Gansu-Ningxia border region from the aspects of background,process and the mobilization measures.The first part of the article analyzes the reasons for soldiers absconding or not returning in the Shaanxi-Gansu-Ningxia Border region since the full-scale anti-Japanese War.The second part discusses the development of movement in Shaanxi-Gansu-Ningxia Border Region.The returning movement of the Shaanxi-Gansu-Ningxia Border Region is divided into three stages of vigorous development,continuation,adjustment and consolidation.The third part summarizes the measures of mobilizing soldiers to return in the Shaanxi-Gansu-Ningxia Border Region.The Shaanxi-Gansu-Ningxia Border Region actively practices military support and resistance to solve the worries of soldiers.The Border Region government takes education as the "grasp" to strengthen the ideological and political consciousness of the party,the government,the army and the people.It also mobilizes the masses to return to the anti-rape and anti-special work to assist the returning movement.The fourth part evaluates the returning movement of Shaanxi-Gansu-Ningxia border Region from two aspects of historical achievements and existing problems.The returning movement in the Shaanxi-Gansu-Ningxia Border Region not only supplemented the soldiers and laid the foundation for the victory of the War of Resistance against Japanese aggression,but also accumulated basic experience for the Party to govern the army,which played an important influence on the governance of the CCP after the founding of PRC.There is no denying that the returning movement of the Shaanxi-Gansu-Ningxia border region also remained problems such as failing to completely solve the phenomenon of desertion.As an indispensable part of the Anti-Japanese War,the returning movement of the Shaanxi-Gansu-Ningxia Border Region has played an integral part in special periods through the joint efforts of the party,government,army and people in the border region.Looking back,taking history as a mirror and learning from successful experience could provide important practical significance for military construction and public mobilization in the new era.
