Research On The Government Incentive Mechanism For New Rural Sages To Participate In Rural Governance ——Take Deqing County As An Example

To realize socialist modernization and start a new journey of national construction and development requires a sound national governance system and excellent governance capabilities,a comprehensive review of rural revitalization from a modern perspective,and an exploration of rural governance dilemmas.Guided by national policies,combined with scholars’ research and practical cases from various places,it can be seen that changing the status quo of rural development,the new rural sage group is a major breakthrough point.Therefore,this thesis takes the new rural sage group as the research object,and writes this thesis with the purpose of encouraging new rural sage to participate in rural governance.This thesis uses literature research method,case analysis method,comparative analysis method and interview method to make an in-depth analysis of the government incentive mechanism for new rural sages to participate in rural governance.The thesis mainly includes seven core contents: First,this thesis analyzes the background of the topic selection in combination with the needs of the development of the times,discusses the theoretical and practical significance of the topic selection,and systematically sorts out the research results of scholars at home and abroad and uses it as the basis for this.Content support of the thesis.The second part defines the core concepts of this thesis,such as rural gentry,new rural sages,rural governance,government incentive mechanism,etc.on the basis of existing literature,and discusses the theoretical basis of this paper,namely principal-agent theory,human nature hypothesis theory,and hierarchy of needs theory and various theories.The applicability is explained in detail.The third part of the thesis,after explaining the typicality and representativeness of the case in detail,expounds the role and existing problems of new rural sages in the process of rural governance.necessity,and analyzes the current state of government incentives.Based on the analysis of the current situation,the existing literature,news reports and information obtained from field visits are classified and sorted.The fourth part of the article analyzes the problems that the government encourages new rural sages to participate in rural governance,that is,the incentive policies issued need to be improved,the lack of understanding of the needs of new rural sages,the lack of feedback links,etc.,and the reasons for the problems.The fifth part of this thesis takes the typicality and similarity as the standard,selects Japan and South Korea,sorts out the practices of the two governments to encourage returning talents,and summarizes the useful experience for our country’s reference.At the end of the thesis,based on the analysis of the current situation,the problem elaboration is the basis,and the excellent foreign experience is used as a reference,and the suggestion for improving the incentive mechanism of our government is put forward.In general,the return of the new rural sage group has historical value and more practical significance.The diversification of rural governance subjects is both a governance need and an inevitable development.Therefore,in-depth analysis of the current situation and problems of new rural sage groups and government incentives for new rural sages,and improving the government incentive mechanism are the only way to achieve good rural governance,and it is also a beneficial exploration of future rural governance models.
