| Rapid urbanization and urban diseases have posed great challenges to urban governance.Different from the previous urban governance,the new era of urban governance focuses on the integration and application of big data and other technologies in the process of governance,aiming at solving the "persistent problems" in urban governance and improving the government’s public service capacity and the resilience of urban governance.Existing theories and practices have discussed urban refinement governance in depth,and relevant studies have been conducted on the connotation and value of big data-driven urban refinement governance,application scenarios,problems and challenges faced,and models.The important role of data-driven urban refinement governance is recognized,and the mechanism of data-driven role in specific application scenarios is analyzed.However,how big data drives the transformation of urban refinement governance,what stages it goes through,and what the current status of urban governance is still needs to be further explored.The empirical research level focuses on the situation and strategy of data-driven urban refinement governance in a certain application scenario and case,but the analysis of the policy text related to data-driven urban refinement governance is not deep enough.As a textual carrier of the government’s action trajectory,the analysis of policy texts can reflect what patterns and characteristics the government has in the process of data-driven urban governance,grasp the overall situation of urban governance in China,and provide policy references for other urban governance transformations in China.This study constructs an analytical framework of data-driven urban governance based on holistic governance theory,number-based governance theory,refinement governance theory,and technology embedding theory,and points out that the transformation of data-driven urban refinement governance goes through three stages:traditional urban management,digital governance,and refinement governance.Subsequently,36 cities across China are selected as sample cities to reveal the policy evolution process of local government urban refinement governance transformation by combing the relevant policy texts about urban governance in these cities,analyzing the current situation and problems of data-driven urban refinement governance from the policies,and putting forward feasible suggestions and opinions.The study finds that: there are problems in the process of data-driven urban refinement governance,such as insufficient awareness and people-oriented concept of governance based on data,low level of collaboration among governance subjects,low degree of data openness and sharing in the governance mode,and standardization to be strengthened,and low degree of integration between big data technology and urban refinement governance in the governance technology,which may be due to the culture of refinement governance and big data in the governance process Public values are missing,big data to promote urban refinement governance has not yet formed an effective governance synergy,big data-driven urban refinement governance of the legal system to reduce the unsound,and big data to promote refinement governance of the institutional mechanism is not sound,and so on.Subsequently,based on the experience of advanced cases at home and abroad,we propose the countermeasures to improve data-driven urban refinement governance: cultivating the awareness and thinking of data-based governance,providing conceptual guidance for urban refinement governance;constructing a security line of defense,providing rule of law guarantee for urban refinement governance;strengthening technology application and integration,providing technical support for urban refinement governance;and improving the governance mechanism,providing institutional guarantee for urban refinement governance;Improve the talent training mechanism and improve the information literacy of talents,etc.to promote. |
