| With the steady and orderly growth of China’s economy in recent years,China has always handled the relationship between the socialist government and the market economy and effectively transformed government functions as the key to comprehensively deepening reform,the domestic and foreign environment of China’s social development is not only complex and severe,we are facing opportunities and challenges,we need to promote development through reform to adapt to changes in the general environment.The core and primary issue is how to effectively handle the relationship between the economy and the market.Vigorously promoting the reform of decentralization and management services and promoting the development of policies to optimize the business environment are our powerful measures to cope with changes in the pattern.Vigorously promote the combination of simplifying administration and delegating powers,optimizing services,and decentralization.All regions and departments have actively explored and dared to practice,and have formed many good practices and experiences,such as one-stop approval,Internet + government services,and efficient completion of one thing.However,different regions of our country have different political environments,market environments,and different degrees of economic development,and some policies in different regions will not achieve the results expected at that time,so on this basis,it is very necessary to propose reform programs and measures suitable for local conditions in the region.This paper expounds the current situation and problems of China’s government investment projects in the approval process,analyzes the causes,impacts and consequences of problems,and discusses the problems and countermeasures in the approval process of government investment projects,and analyzes the experience and practices adopted by some leading regions in the reform of the administrative approval system,and sorts out and summarizes the improvement suggestions applicable to the specific work of investment project approval.This paper is divided into the following parts: the introduction part is the research background of the current reform and optimization of the administrative approval system,the optimization mode and development direction of the administrative approval process at home and abroad,and the necessity and research methods of analyzing and optimizing the administrative approval system are discussed.The main text first makes a specific explanation of the relevant concepts of the administrative examination and approval system,introduces the definition of government investment and the relationship between government investment and approval.Through the current situation of government investment project approval,we will find out the problems that exist in today’s work,analyze the root causes of problems,and summarize and sort out the excellent experiences and practices of other regions by understanding them,and explore a better mode of approval for government investment projects in China.This article is a study on the countermeasures to optimize the examination and approval of government investment projects from the perspective of "decentralization of services","optimization of the business environment" and "reform of the administrative examination and approval system",starting from the overall perspective,so as to achieve the combination of decentralization,simplification of administration and decentralization,and optimization of services,and truly implement the decentralization and solve the contradictions that arise when local government organs have the form of approval power at the grass-roots level and carry out the examination and approval work,so that the government can fully perform its functions,give play to the role of the government in public management,and give full play to the administrative examination and approval functions.Let the government investment projects be smoothly implemented. |
