Research On The CPPCC’s Reporting The Information Of Social Conditions And Public Opinions ——Taking C City As An Example

The Chinese People’s Political Consultative Conference（CPPCC）is an important part of China’s national governance system.It is also an important channel of consultative democracy and a special consultative body which has been playing a significant role during China’s different historical periods: the periods of its foundation,reform and development.Since the 13 th National Committee of the CPPCC,by closely focusing on carrying out the national overall plan and strategic principles,the CPPCC at all levels have made new contributions in the following areas: promoting the implementation of the decisions and arrangements of the CPC Central Committee,serving the development of economics and society,and solving the issues concerning the vital interests of the people.Reporting the information of social conditions and public opinion（ISCPO）is an important regular and basic work of the CPPCC.It is an important way for the CPPCC to perform its functions of political consultation,democratic supervision,and participation in the deliberation and administration of state affairs.It is also an important part of the mechanism of collecting and analyzing public opinions.Over the years,local CPPCC committees have worked effectively and fruitfully in reporting the ISCPO.However,due to its relatively late start,weak foundation,and imperfect mechanism,the local CPPCC committees also encountered many common issues in reporting the ISCPO.The main research object of this thesis is the work of the CPPCC’s reporting the ISCPO.By reviewing and summarizing the historical process of the work of the CPPCC’s reporting the ISCPO,combining with the working practices of the CPPCC of Changchun and other local CPPCCs,the author analyzes the main problems the CPPCC have currently encountered in its work of reporting the ISCPO and their causes of formation,and puts forward some pertinent suggestions.The author hopes that the channel of submitting the information can be further smoothed so that the CPPCC can better play its role as a special consultative body in promoting the modernization of China’s national governance system and capacity.
