| In the traditional Chinese concept,fixed housing is the material basis for people to carry out various production and living activities.Housing is the biggest livelihood issue,and also has an inseparable relationship with social progress and development.Nowadays,with the rapid development of economy and society,people’s living standards have reached a new height.The housing problem has been basically solved,and many well-off families have lived in spacious buildings.But,in society there are still some low income,housing problem is still there even poor families,especially in s domestic prices high,many poor families to house can only earn "dust","housing difficult" problem is the biggest heart in poor families,severely reduces the happiness of life of the masses.Therefore,it is an important task for the government to improve people’s livelihood to let people "live in housing".Meanwhile,the government can also help poor groups solve their housing problems through administrative means.In order to let the people of Changchun Economic development Zone realize "housing",the government of the economic development Zone has implemented a variety of housing security methods,such as: public rental housing,low-rent housing,affordable housing,etc.,to vigorously solve the "housing difficulty" problem of middle and low income groups.However,the specific implementation of the affordable housing policy is often restrained by society,environment and interests,leading to some problems in the process of the introduction of the affordable housing policy,which leads to the policy cannot be implemented,and further improvement of the policy is needed.At the time of writing this article,the author takes the specific situation of the implementation of the affordable housing policy in the Changchun Economic Development Zone as the research object of this article,uses the investigation and analysis method and other research methods to sort out the evolution process of the affordable housing policy in the Economic Development Zone,summarizes the characteristics of the policy,analyzes the problems of large funding gap,land supply difficulties,lax audit management,imperfect policies and regulations,and insufficient supervision in the implementation of the policy,deeply analyzes the causes of the problem,and proposes to strengthen fund raising,broaden financing channels,rationally plan the layout,and ensure land supply Strengthen standardized management and strengthen implementation efficiency;improve laws and regulations and improve governance capabilities;strengthen supervision mechanisms,and increase feasible measures for accountability,so as to provide a theoretical basis for the drafting and improvement of affordable housing policies.This paper consists of six parts: the first part is an introduction,which expounds the background of the thesis,the research purpose and research significance of the paper,etc.;the second part introduces the theoretical basis and implementation model of the thesis research;the third part introduces the implementation status and achievements of the affordable housing policy in the economic development zone;the fourth part studies and analyzes the problems and causes of the problems in the affordable housing policy in the economic development zone;the fifth part proposes countermeasures for the problems of the affordable housing policy;the sixth part,The conclusion section of the whole text summarizes the implementation problems and countermeasures of the affordable housing policy in the economic development zone. |
