Research On The Innovative Development Of Traditional Chinese Rural Semi-formal Governance Ideas

The space for the practice of traditional rural semi-formal governance has been continuously reduced and the semi-formal governance model has been gradually abandoned with the sinking of state power and the changes of rural society;however,it is undeniable that the governance ideas embodied in the practice of traditional rural semi-formal governance have important balancing,buffering and complementary values for modern rural formal governance,and deserve to be explored and valued.In this regard,the article takes traditional Chinese rural semi-formal governance ideas as the object of study,focuses on the core content of semi-formal governance ideas to conduct a deep sorting and induction,and extracts the excellent genes contained in it,so as to build the path of the innovative development of Chinese traditional rural semi-formal governance thought.The paper is divided into five parts: the introduction is the first part,which introduces the core themes of the research,namely the traditional rural semi-formal governance thought,and then discusses the significance of the study.The focus of the introductory section is on the review of the existing literature.Through sorting out and analyzing the researches on semi-formal governance of traditional rural,the direction of the study is clarified and the innovations are pointed out.The second part is the definition of concept.In this part,semi-formal governance and its similar concepts are identified,and the inherent links and differences between formal governance,informal governance and semi-formal governance are specifically analyzed.At the same time,the basic meaning of parsimonious governance is clarified and distinguished from semi-formal governance.In short,the basic meaning of the term "semi-formal governance" is clarified through the identification of similar concepts,which paves the way for the development of the text.The third part summarizes the core elements of the idea of semi-formal governance in traditional Chinese villages.The study concludes that the core elements of traditional rural semi-formal governance ideology include institutional building,cultural building and social building.The social network and the spirit of mutual assistance constitute the social construction of traditional rural semi-formal governance.The fourth part elaborates the excellent gene of Chinese traditional rural semi-formal governance thought.Based on the previous deconstruction of the main contents contained in the traditional semi-formal rural governance thought in the early stage,this part focuses on the excavation of the excellent governance wisdom contained in it,aiming to provide reference for modern rural governance.The last part is about the paths for promoting the innovative development of traditional rural semi-formal governance ideas.This section is an in-depth elaboration based on the extraction of the excellent genes of traditional Chinese rural semi-formal governance thought in the previous section.It also combines the current situation of rural governance and constructs a path for the innovative development of traditional rural semi-formal governance ideas in terms of conceptual orientation,consciousness shaping,subject construction and method selection.The study finds that traditional Chinese semi-formal governance ideology contains many excellent elements that are still relevant today,such as the appropriate embedding of power,the importance of the power of social organizations,and the adoption of flexible governance with soft constraints.In addition,the idea of semi-formal governance in traditional Chinese villages has important reference value for modern rural governance,which is not only conducive to shaping the balanced power of formal governance,releasing the internal life force of villages,and promoting the modernization and transformation of rural governance;but also can provide theoretical reference for solving the problem of rural governance in the new era and help build up a Chinese discourse dimension of good rural governance.
