| "The emergence of rural e-commerce provides a new solution to the "three rural issues",which have always been a key concern in China’s modernization process.The development of rural e-commerce is promoted from top to bottom by the central government through the issuance of policy documents,which are cascaded through the section system to the provincial level.Provincial policy makers will produce policy texts for the central government’s policy documents and then form their own regional policy documents for the development of rural e-commerce.By structuring the content of the policy texts from the central government as well as from each region,the author finds that different regions show a differentiated distribution pattern for developing rural e-commerce.At the same time,the author also has the following questions: what are the characteristics of the differences in the reproduction of policy texts in this area by each region in the process of developing rural e-commerce? What factors have influenced the reproduction of policy texts in this area in each region? What is the behavioral logic of the reproduction of policy texts in different regions?Firstly,this paper forms the object of analysis by collecting policy documents at the central and provincial levels of each region,and deconstructs the content of the policy text by establishing a common word matrix.Based on the deconstructed contents,the author extracts three dimensions of objectives and tasks,resources and means,and organizational guarantee to analyze the different characteristics of rural e-commerce development in different regions.Secondly,through the analysis of the different features,the author extracts the development patterns of rural e-commerce in the eastern,central,western and northeastern regions.Finally,I analyze the behavioral logic behind the development of rural e-commerce in each region based on the "central attention pointing-local attention identifying preference" analysis framework constructed in this paper.Based on the above operation,it can be seen that the central government’s attention is expressed through the content of the central policy text,and a certain amount of "policy space" is set aside in the formulation of the content.When the central government’s policy document on rural e-commerce development is transmitted to the regional provincial level in a top-down path,regional provincial policy makers will identify the central government’s attention and exercise flexibility within the "policy space" reserved in the central government’s policy document,thus forming differentiated choices and strategies for the development of rural e-commerce in different regions.The policy makers in each region will allocate their policy attention resources based on the differentiated strategies,and allocate the limited attention resources to the objectives and tasks that are more in line with the local development,so that the development of rural e-commerce in each region shows different characteristics and different development patterns. |
