Research On The Construction Of The Indicator System Of Police And Civilian Trust Level

Since socialism with Chinese characteristics has entered a new era,the public has put forward higher requirements and expectations for the police,and the construction of policecivilian relations has entered a new stage and faces new challenges.Giving full play to the powerful force of trust can effectively make up for the lack of police coercive power,improve the credibility of public security organs in law enforcement,and promote understanding and cooperation between police and citizens,so as to achieve greater law enforcement effects with the same investment in law enforcement.However,social conflicts are complex and diverse,the police-related negative public opinion is frequent,and there are still many "black sheep" in the police force.Various factors have led to the frequent occurrence of police-community conflicts,and improving the police-community relationship has been challenged to some extent.At the same time,it is difficult for public security administrators to clearly judge and grasp the actual trust level of the police and citizens in their jurisdiction,and to capture the specific crux of the problem in a timely manner.Constructing a scientific indicator system of police-community trust level is not only conducive to enriching the theory of police-community relationship assessment,but also has certain guiding significance in improving the level of policecommunity trust.Public security managers can take the basic status quo of the policecommunity trust relationship reflected by the index system as the basis for the next decision,and efficiently manage the work related to the construction of the police-community trust relationship.This research is supported by the cognitive-emotional trust theory and the Stompka trust theory.Based on the analysis of the existing literature at home and abroad,the basic concept elements of the police-community trust and the police-community trust level indicator system are briefly summarized.This research comprehensively uses literature study method,factor analysis method,analytic hierarchy process and regression analysis method to systematically study the theoretical construction,empirical screening,weight determination and predictive analysis of the index system respectively,and constructs a more scientific and reasonable set of police-civilian trust level indicator system.The following research conclusions are as follows:（1）The fit degree of the first-level index system structure is verified;（2）The second-and thirdlevel specific indicators are revised according to the situation;（3）The difference of the weights of the indicators at all levels can reflect the construction ideas;（4）The indicator system has predictive value for people’s police identity.In addition,the research on the indicator system should not be limited to the construction link.It is equally important to improve the mechanism and take root in practice.In view of the research process and conclusions,this study puts forward relevant suggestions on the proper use of the indicator system:（1）Grasp the policy direction and clarify the strategic positioning of the indicator system of police-community trust level;（2）Improve the mechanism to enhance the application effect of the indicator system of police-community trust level;（3）Relying on the local practice to implement the evaluation results of the police-civilian trust level indicator system.
