| At present,China’s economy and society are developing rapidly,and socialism with characteristics of the new era has made great achievements.However,the imbalance between developments in the region is not sufficient,especially the development of ethnic minorities and the western regions is relatively slow.Compared with the economically developed regions such as the eastern coastal regions,the development of inadequate and unbalanced objective facts is undeniable,and the socio-economic development is slow.It also has a greater impact on the stability of social security in the western minority areas.Therefore,how can the public security organs in the western minority areas take the local reality,take the advanced public security work concept and work performance as the benchmark,vigorously carry out the catch-up strategy,and create a stable and orderly society with the first-class public security work achievements for the development and progress of the region? The environment has important practical significance.This article is based on the relevant literatures on public security workin minority areas,first-class police affairs and public security performance management and the research results of domestic and foreign experts,and based on the relevant theories of balanced scorecard,performance management and benchmarking,to the Liangshan area.Public security work is the research object,and puts forward the content and advanced standards of building a first-class police indicator system,with a view to promoting the new performance of Liangshan public security work and team construction to achieve catch-up development.Based on the theory of balanced scorecard,this paper decomposes Liangshan public security work into four functions: functional role,police security,internal control and team building,thus constructing a first-class police indicator system in line with Liangshan.The indicator system specifically includes 9 first-level indicators,35 second-level indicators and 110 third-level indicators.According to the benchmark management theory,the standard of the first-class police indicator system is set,and the specific path of implementation is proposed.The ethnic areas catch up with the advanced and provide a theoretical basis and practical guidance for the new leap in public security work and team building. |
