Since the end of the cold war,the international security situation has changed enormously.Non-traditional security threat factors have shown the trend of globalization,and a variety of security hidden dangers such as transnational crime and terrorism have raged all over the world,seriously threatening the security of countries and regions around the world.The degree of interdependence among countries is deepening,the foundation of common interests is expanding,and a situation of blending interests and sharing weal and woe is formed.Countries are more inclined to deal with security issues in a peaceful and cooperative manner.In the face of common security challenges,no country can solve problems independently within its own scope.International law enforcement and security cooperation is the best way to achieve common security.International law enforcement security cooperation can be regarded as the extension of international cooperation in the field of security.The generalization of the concept of security also promotes more countries to participate in security cooperation,yet,the cooperation in practice is still restricted,and the phenomenon of "more desire and less action" occurs from time to time.Even if all countries express their willingness to cooperate sometimes,or within the existing international law enforcement and security cooperation mechanism,there are always many bottlenecks in cooperation.To solve the cooperation dilemma in practice,this paper attempts to establish a theoretical analysis framework: common interests-threat perception-international law enforcement security cooperation.In international cooperation,it is generally believed that cooperation should be generated when there are common interests.However,in the field of security,especially in the field of non-traditional security,the existence of common interests does not mean that cooperation is inevitable.Whether the cooperative parties can form a unified understanding in the face of common security threats is an important driving force to determine whether cooperation is necessary or not.Therefore,this paper believes that the realization of international law enforcement security cooperation needs to meet two conditions: common interest and threat cognition.Common interest is the premise and basis of cooperation,and threat cognition is the driving force of cooperation.Only when they work together can law enforcement security cooperation be realized.In order to further analyze the mechanism of common interests and threat cognition on international law enforcement security cooperation,this paper analyzes the current situation of law enforcement security cooperation that China has participated.Based on the proposed theoretical analysis framework,this paper believes that the number of common interests and the degree of threat cognition will have an impact on the realization of International law enforcement security cooperation.Finally,this paper believes that we can expand common interests as the main line and unify threat cognition as the driving force to solve the dilemma of law enforcement security cooperation.From the perspective of common interests,common benefits and common threats are one and two sides of common interests.Expanding common interests not only means increasing common benefits,but also actively facing common threats and taking responsibility.From the perspective of threat cognition,accurately convey the security discourse and have an in-depth insight into the threat cognition of the partners,which will help to shape the consistent threat cognition and carry out targeted law enforcement and security cooperation;Build a security threat analysis framework,translate the evaluation results into common security interest demands,and seek cooperative security issues. |
