The problem of cooperation and conflict is the eternal theme of the development of human history and the progress of human civilization,and also an important topic of international relationship research.Different philosophical bases,cultural deposits and values determine the great differences between China and Western countries in the practice of international cooperation and the construction of international cooperation theory.Against the background of "profound changes unseen in a century",this paper takes the question: “How can China get rid of the current dilemma of international cooperation practice and then construct its own theory of international cooperation in the new Era? ” into consideration.This paper makes a comparative study of international cooperation practices led by the United States and Europe and participated or led by China,summarizes the major differences between China and the West in international cooperation practices,and tries to carry out theoretical exploration,trying to constrcut international cooperation theories under multiple civilizations.To put it into details: first,this paper makes a detailed literature review on the studies of the western mainstream theories of international cooperation of those scholars both domestic or abroad.After a systematic and in-depth study of the connotation,the core variables and the historical evolution of these three major international cooperation theories,four main variables affecting international cooperation will be extracted: System pressure,common interest,international institutions,international cooperation culture.The concepts,connotations of these four variables,and the relationship of these four variables and international cooperation will be explained in detail.Then,the paper adopts the historical case analysis method to analyze two typical western international cooperation cases under the framework of four main variables.One is the establishment of American hegemonic cooperation system after world War II,and the other is the regional integration of Europe.Then,the cooperation dilemma of these two cases in practice will be summarized,and the main reasons for falling into the dilemma will be analyzed,so as to find out the limitations and theoretical defects of the western mainstream international cooperation theories.Then an opinion is put forward: in the context of "profound changes unseen in a century",China is different from the West in participating in or leading the practice of international cooperation,whether it is the recognition of system pressure,the shaping of common interests,or the establishment of international institutions and international cooperation culture.In order to demonstrate this opinion,the paper will select three practical cases of international cooperation led or participated by China: Shanghai Cooperation Organization,"One Belt and One Road" cooperation initiative and China-ASEAN cooperation for comparative analysis and research under the theoretical framework of the four variables.Through comparative study,this paper will analyze and summarize the essential differences between the international cooperation practices led by the West and those led or participated by China.After a comparative study of historical cases,this paper will propose to construct the theory of multi-civilization international cooperation based on the excellent traditional Chinese culture and the Marxist thought of international cooperation,and on the basis of critical reflection on the mainstream western theories of international cooperation and the summary of diplomatic practice experience of China since its establishment in 1949.Finally,this paper will focus on the illustration of western mainstream international cooperation theories from four variable dimensions.From the perspective of system pressure,it is different from the western mainstream cognition of anarchy of international system,and puts forward the multi-integrated international system view formed by the interaction of civilizations.From the perspective of common interests,it is different from the power-interest standard in western international cooperation,and puts forward a new international cooperation logic of power-interest-ethics standard for the Community with a Shared Future for Mankind.From the perspective of international institutions,it is different from the international institutions that western powers lead to construct on behalf of western interests,and puts forward the partnership mode of international cooperation,which takes China as the main body to build a platform for international cooperation and builds international institutions that reflect the interests of developing countries and Win-win cooperation.From the perspective of international cooperation culture,different from the collective identity in western cooperation culture,it puts forward the cooperation culture oriented by multi-civilization symbiosis.
