How Do Village Riules And Regulations Operate Effectively ——Based On The Comparative Analysis Of Two Villages In Zihejiang And Anhui Province

Rural governance has always been an important issue of concern to the party and the state.The 19 th CPC National Congress put forward the great strategy of Rural Revitalization and constructed the blueprint of rural governance in the new era.In the new period,the party and the country put forward new goals and requirements for rural governance in China.Village rules and regulations are not only an important way of rural governance in our traditional society,but also an important starting point for implementing the rural revitalization strategy in the new era.In the new historical period,strengthening and promoting the construction and development of village rules and regulations and building a harmonious,beautiful and civilized countryside has become a major task and topic facing the current rural work.Based on the existing research viewpoints of village rules and regulations,based on institutional elements and informal system theory,this paper adopts research methods such as case studies,comparative analysis and interviews,this paper selects the village rules and regulations of H Village in Zhejiang and X village in Anhui as the research object,obtains the first-hand research data and documents through the field research of the two villages,and understands the formulation process,implementation strategy and operation effect,and further explore the realization of the effective operation of village rules and regulations.There are similarities and differences in the operation effect of the rules and regulations of the two villages.The village rules and regulations of the two villages are similar in three aspects of improving the village living environment,promoting rural customs to change,and difficult to implement,but the effects are different,the persistence of the effects is different,and the recognition degree of the villagers is slightly different.This paper analyzes the factors influencing the effective operation of the village rules and regulations from four aspects:formulation process,effectiveness basis,operation mechanism and action path,and discusses the operation logic of village rules and regulations.On the basis of the above research,this paper puts forward the following suggestions on the effective operation of village rules and regulations: first,ensure the effective participation of villagers in the whole process,improve the enthusiasm of villagers to participate in the formulation and implementation of village rules and regulations;The second is to optimize the "presence" mode of state power and improve its role in the formulation and implementation of village rules and regulations;Thirdly,strengthening moral education and value guidance,giving play to the power of rural moral governance;Fourth,consolidate the economic foundation,strengthen rewards,punishments and incentives,and enhance the effectiveness of the implementation of village rules and regulations.
