In the first line of grassroots service,innovation behavior of civil servants is to enhance people’s sense of the "three" new era,and respond to the requirements of the grassroots innovation driving force and important guarantee for the endogenous,facing innovation requirements and bear responsibility of grassroots civil servants at the same time,also in onerous,the present situation of the work pressure almost become a norm,exhausted and overwhelmed.Further analysis: is there an absolute reaction between seemingly contradictory work burden and innovation behavior? What are the specific influencing mechanisms? Can we find opportunities to transform burden response into innovative behavior in work burden? This study has carried on the empirical research and exploration.Based on job demand-control-support model(JDCS model)and self-determination theory,this paper discusses the influence mechanism of grassroots civil servants’ work burden on innovation behavior,and explores whether job remolding plays a role of undertaking and transformation between independent variables and dependent variables because it can be used as behavioral adjustment to work burden.At the same time,job reward and creative leadership are introduced into the JDCS model based on the "support" dimension to explore the moderating effect mechanism of the two in the path of "work burden → job remodeling → innovative behavior".In brief,this paper selects five variables to preliminarily construct a moderated mediation model for testing.Research of this paper is divided into two parts,(1)the first preparation of grass-roots civil servants work burden scale: 30 grass-roots civil servants through interview and combined with existing literature preliminary questionnaire item,and then through the 93 samples of grass-roots civil servants pre-test exploratory factor analysis was carried out on the questionnaire of civil servants at the grass-roots level workload scale dimensions;(2)The second part is formal investigation: A questionnaire survey was conducted on 220 grassroots civil servants with five variables.SPSS 26.0 and AMOS 22.0 were used for reliability and validity test.The results show that the work burden scale developed by this paper has good reliability and validity.(2)The mediating path of job remodeling can buffer the negative effect;In addition,(3)when the job reward was low,the effect of job load on job remodeling was significantly reduced(the first half path),and(4)when the leader was high creative,the effect of job remodeling on innovative behavior was significantly increased(the second half path).The results show the influence mechanism of grassroots civil servants’ work burden on innovation behavior,and expand the theoretical system of related research on work burden and innovation behavior.At the practical level,this study provides some management implications.Grassroots managers should not only pay attention to the negative effects of work burden,but also face up to and maintain the medium-high level of work return and creative leadership(creative worker).Management measures such as "weakening formalism burden","building supportive organizational atmosphere" and "enhancing innovation of grassroots leaders" are adopted to promote the transformation of work burden to innovation behavior and help grassroots public organizations improve work efficiency and public service level. |
