| After the reform and opening up,China’s economy has developed rapidly and the pe ople’s living standards have been continuously improved.In order to meet the public’s re quirements for public service construction,the government has built a large number of p ublic facilities with negative effects such as waste incineration plants,power stations,and sewage treatment plants.However,while these public facilities bring convenience to urb an development,it is inevitable that they will cause pollution to the surrounding areas an d have a negative impact on the lives or mood of nearby residents.These negative exter nal costs are mainly borne by the residents living around the facilities.As a result,the in come imbalance leads to the escalation of contradictions between the two sides,causing NIMBY conflict.This paper chooses three typical cases of NIMBY conflict,from the perspective of environmental justice,use the methods of literature analysis,case analysis to expound the lack of respect,mutual benefit,equality and fairness of environmental justice in the process of avoiding conflicts in the present stage,and finds out the reasons for the lack of respect,mutual benefit,equality and fairness the mechanism of citizen participation.Finally,we should establish a perfect benefit compensation mechanism and define the scope of environmental rights and interests for the reasons of fairness deficiency in the management of NIMBY conflict.The lack of respect lies in the government plays a dominant role in traditional decision-making model and lack of effective information communication mechanism;The lack of reciprocity lies in one-sided pursuit of economic interests by the government and insufficient environmental knowledge education cause the NIMBY conflict;The reason for the lack of fairness lies in ambiguous definition of environmental property rights and unbalanced distribution of environmental benefits.Finally,we will put forward solutions to the causes of the lack of environmental justice in the governance of NIMBY conflict.For lack of respect we should respect the rights and interests of citizens and an effective communication mechanism for environmental information should be established.For the Lack of Mutual Benefit,enhance the transparency of government decision-making and the education of environmental knowledge.For the lack of equality,we should improve the mechanism of environmental information disclosure and citizen participation.Finally,we should clearly define the scope of environmental property rights and establish a sound mechanism of environmental compensation for the lack of fairness in the governance of NIMBY conflicts.Therefore,in the future,in the process of NIMBY conflict governance,all stakeholders should start with the above measures,improve the governance methods,improve the level of governance,and achieve environmental justice in NIMBY conflict governance. |
