Research On The Construction Of Grass-roots Party Organizations In The Sichuan-Shaanxi Soviet Area Of The Communist Party Of China

During the Agrarian Revolutionary War(1927-1937),the Communist Party of China(CPC)successively set up 13 Soviet areas throughout the country.There is an urgent need for grass-roots party organizations to be instrumental in consolidating the growth of the Soviet area when this country was steeped in cruel and raging wars.Grass-roots party organizations are the bridge to stay connected between the party and the masses.Sichuan-Shaanxi Soviet area,as the second largest Soviet area at that time,actively explored how to construct grassroots party organizations from the outset,yielding valuable experience for the contemporary construction of grass-roots party organizations.On account of the actual situation of the Sichuan-Shaanxi Soviet area,this thesis characterizes the party committee of a county and below as the grass-roots organization of the party.This thesis attempts to investigate the whole process of the construction of grass-roots party organizations in the Sichuan-Shaanxi Soviet area of the CPC from a historical point of view,evaluate it and sum up the historical experience.The grass-roots party organization system in the Sichuan-Shaanxi Soviet area of the CPC was established by virtue of the fourth front army of the Chinese workers’ and peasants’ red army,the efforts of the then underground party organizations in the Sichuan-Shaanxi area and the support of the masses;therefore,once the party organizations at different levels were established,they were in a legal and ruling position,directly leading the political,economic,cultural and other work of the Sichuan-Shaanxi Soviet area,and made considerable achievements.After that they called special attention to strengthening their own construction and made a series of attempts in the aspects of organization,ideology,work style and system construction,which has upgraded the adhesive strength,rallying power and combat capability of party organizations,providing rich practical experience for the latter generations.To cut a long story short,the construction of grass-roots party organizations in the Sichuan-Shaanxi Soviet area of the CPC is positive and effective and has played a substantive role in the development of the party,government and army.However,before the fourth front red army entered the Sichuan-Shaanxi region,the party organization in this area was relatively weak and lack of endogenous strength,so the early party construction work fell on the shoulders of the fourth front red army.It can be argued that grass-roots party organizations in Sichuan-Shaanxi Soviet area were mainly established at the urging of the army,an external force,which makes the army have a great influence on grass-roots party organizations,and this influence can be said to be in all aspects,both positive and negative.Therefore,it is advisable to have a dialectical attitude toward the construction of grass-roots party organizations in Sichuan-Shaanxi Soviet,not only affirming its historical role,absorbing its historical experience,but also regarding its imperfections and mustering up lessons.
